Role description
Under the Direction of the Welfare to Work Services Director, this position manages the CalWORKs Program, including intake, eligibility, and Welfare to Work activities, on behalf of the San Francisco City and County.
ESSENTIAL DUTIES AND FUNCTIONS
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Oversees three Sections Managers who manage the CalWORKs Service Center, CalWORKs Welfare to Work, and Social Work activities, for a total of 180 employees.
2. Responsible for eligibility services and the Service Center by using data to assess, organize, and determine operational needs; responsible for Welfare to Work activities and develops and assesses required work participation activities; responsible for the Social Work Section by overseeing the Housing Support Program, Family Stabilization Program, and OCAT psycho-social processes.
3. In collaboration with SFHSA leadership, SFHSA program and planning staff, and City partners, helps with planning, coordinating and implementation of the Families Rising Initiative, Cal-OAR, and CalWORKs 2.0 projects.
4. Plans, monitors, evaluates, and supervises the operation of CalWORKs; coordinates the work of various subdivisions; advises and consults with Section Managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures; develops strategies that contribute to the improvement of the county’s Work Participation Rate.
5. Coordinates work activities with other divisions within the department to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.
6. Ensures appropriate staffing levels for phone coverage, case maintenance, and task completion while also ensuring appropriate services to clients with special needs. Re-enforces an organizational culture of being service delivery oriented and process improvement centered.
7. Evaluates and manages supervisors and staff to ensure a level of production and quality of work and accomplishment for the entire Program. This includes developing performance measures, applying personnel policies and procedures such as evaluations and progressive discipline, providing training, guidance, and technical support to employees, and participating in the hiring process of program staff.
8. Monitors and evaluates the efficiency and effectiveness of services, staff assignments, organizational structure, financial systems, and service levels in order to identify and analyze opportunities for improvement and implements those revisions, adjustments and changes proactively.
9. Provides advice for the development of the program budget and manages approximately $66 million of state, local and federal funds.
10. Participates in community activities, committees, panels, and media events; makes presentations to the Board of Supervisors and HSA Commission; hosts foreign government representatives; serves as the liaison for the department with a variety of other City and County staff including the Mayor or her office, as well as officials from the state and federal government in areas related to CalWORKs services
11. Plans, develops, implements, monitors and evaluates program activities for the CalWORKs program, which span over all three of the department’s established sections. This includes interpreting federal and state legislation, developing policies, establishing delivery systems, analyzing alternative solutions or approaches, recommending most effective course of action, and working within the mission and vision of the agency, the Welfare to Work Division Director, and the Mayor’s Office.
12. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives. Works with other management staff in developing the Welfare to Work programs’ strategic plan and annual budget.
13. Acts as the Welfare to Work Division Director in his absence
How to qualify
1. Education: Possession of a Bachelor’s degree in Social Work, Human Services, Psychology, Sociology, or a closely related field;
AND
2. Experience: Six (6) years of full-time verifiable professional experience in a public entity, non-profit organization or the private sector in the area of CalWORKs (California Work Opportunity and Responsibility to Kids) or TANF (Temporary Assistance for Needy Families). Three (3) of the six (6) years are to be supervisory experience; the required supervisory experience must be equivalent to work performed by classes 2907 Eligibility Worker Supervisor, 2915 Program Specialist Supervisor, or 9705 Employment and Training Specialist IV in the City and County of San Francisco.
SUBSTITUTION: Applicants may substitute up to two (2) years of additional qualifying work experience as stated above for college education on a year-for-year basis. One year (2000 hours) or additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Selection Procedures:
Management Test Battery (Weight: 40%):
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas.
Please note: this examination is only held in San Francisco.
Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Supplemental Questionnaire Examination (Weight: 60%):
Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to project management; ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population..
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
Passing scores must be achieved on the Management Test Battery and the Supplemental Questionnaire Examination in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
