Role description

Project: Buildings and Facilities Capital Improvement Projects

The PM IV sought for this position shall be responsible for a number of multimillion dollar, highly complex, water and wastewater facilities capital projects.  The combined planning, design, and construction budget is approximately $500 million.

Under general administrative direction of the Bureau Manager and Program Directors, this PM IV will manage the planning, design and construction of the following projects:

Southeast Community Center at 1550 Evans, $115M

The new Southeast Community Center Project, built on a five-acre site located at 1550 Evans, involves construction of a new community center to replace the existing community center located at 1800 Oakdale.  The Project includes two buildings with a canopied breezeway between the buildings. The main building is a 3-story 40,000 SF main building with ground floor lobby, café, staff offices and childcare center; second floor multipurpose rooms for workshops, conferences classes and special events; and third floor office space for community-based organizations. A 1-story 5,000 SF Pavilion will be a separate structure. The campus will include an enclosed play area for the childcare center, two acres of open space featuring gardens, an amphitheater, play and picnic areas, and green infrastructure, and a lot for parking.

New City Distribution Division (CDD) Campus at 2000 Marin, $350M

The City Distribution Division (CDD) oversees the SFPUC’s retail water systems in San Francisco.  The existing CDD corporate yard, constructed in 1964, has become functionally obsolete and is in disrepair.  The CDD Campus Project located on eight acres at 2000 Marin, will replace CDD's aging facilities in their entirety with the construction of a new administration, operations and maintenance headquarters for 490 employees.  The new 400,000 SF campus, consisting of four buildings and a parking structure, will include administrative offices, six industrial shops and a warehouse.

Wastewater Campus Plan, Phase, $5M

The Wastewater Campus Plan Project will address the need for a comprehensive master plan for WWE facilities to meet the present and future needs of the Wastewater Enterprise. The effort will include an assessment of current facilities, a plan for current and future staffing needs, and site planning to determine the best utilization of WWE property to accommodate the WWE over the next 50 years. The Plan will focus on the consolidation of operations, maximizing the operational efficiency and functionality of the WWE, and best approach to maximize the value of WWE's assets. The outcome will result in a plan for prioritization of capital improvement projects over the next two decades essential to supporting the WWE's delivery of services for the next generation.

All of the projects will require the PM IV to actively manage multiple projects in various phases simultaneously in order to meet critical deadlines.  In addition, they will require management of funding and project approvals, working with other City agencies to attain project approvals and permits.  The projects are all located in urban locations and anticipated to have complex environmental and construction issues.
