The Environmental Management Group (EMG) is responsible for California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) approvals for all SFPUC capital projects as well as other discretionary actions, namely, projects that require the exercise of judgment or deliberation when the SFPUC decides to approve or disapprove a particular project or activity.  EMG specialists in CEQA, NEPA, environmental project management and key resource areas such as land use, biology, cultural resources, and construction compliance manage the preparation of environmental review documents for the Water, Wastewater, and Power Enterprises. In addition to Environmental Impact Reports (EIR), Mitigated Negative Declarations (MND), EMG staff prepares documentation for categorical and statutory exemptions from CEQA.

Role description

Under the direction of the Environmental Management Group (EMG) Manager, the Environmental Project Manager will manage and perform complex planning, environmental review, permitting, and/or construction compliance work. Work will generally include developing project descriptions, project management, analyzing environmental impacts and mitigation measures, managing and reviewing technical studies and reports, acquiring resource agency permits, construction compliance activities, and providing information on environmental matters to other SFPUC enterprises/bureaus/divisions, City Departments, and the public. We manage a variety of infrastructure projects that extend from the San Francisco Bay to the O’Shaughnessy Reservoir in Yosemite. As such we enjoy working on projects in urban settings, agricultural areas, and watershed land and other natural environments. 

The essential duties of this position include but are not limited to the following:

  • Advising project teams on ways to avoid or minimize the environmental impacts of our projects during the planning, design, and environmental review phases    
  • Advising project teams on ways to streamline environmental review and permitting    
  • Interpreting plans, policies, permits, CEQA or NEPA documents, laws, and regulations and ensuring that SFPUC activities are compliant    
  • Scoping and managing consultant contracts, including scheduling and budget management    
  • Preparing and/or directing consultants in the preparation of various environmental reports, including exemptions, Mitigated Negative Declarations, and Environmental Impact Reports pursuant to the CEQA and the federal equivalents    
  • Preparing and directing consultants in complex analysis and preparation of technical reports for a range of environmental matters such as air quality, health risk, noise, traffic, hazardous materials, biological, water quality, hydrological, paleontological, and cultural resources    
  • Preparing and directing consultants in acquiring complex permits from resource agencies, including but not limited to the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, Regional Water Quality Control Board, State Historic Preservation Officer, California Coastal Commission, and San Francisco Bay Conservation and Development Commission     
  • Extensive collaboration and coordination with multidisciplinary staff from other SFPUC enterprises/bureaus/divisions and City Departments    
  • Analyzing and reviewing documents prepared for compliance with local, State, and federal laws    
  • Managing consultants and participating in field work during environmental review, such as wetland delineations, special status species surveys, ambient noise monitoring, and cultural surveys     
  • Coordinating with SFPUC construction management teams to implement environmental requirements during construction, including training, inspections, tracking, technical reports, and other documentation    
  • Managing consultants and participating in fieldwork during construction including biological surveys, cultural investigations, stormwater inspections, dust and noise control monitoring, and site restoration    
  • Preparing technical reports and correspondence    
  • Interpreting and explaining technical and procedural aspects of environmental review to the public, boards, and commissions    
  • Representing SFPUC at public hearings and construction site visits with other agency staff    
  • May supervise a Planner I or II 
  • May include additional duties as assigned

How to qualify

1.  Baccalaureate degree from an accredited college or university AND four (4) years (8000 hours) of verifiable full-time equivalent experience either:

     A. performing environmental review functions OR

     B. in a city/regional/urban planning environment preparing documents for entities such as California Environmental Quality Act (CEQA), California Department of Fish and Game, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Regional Water Quality Control Board, Federal Aviation Administration (FAA).

OR

2.  Master's degree from an accredited college or university in city/regional/urban planning, environmental studies, architecture, law, earth sciences, geography, economics, landscape architecture, civil engineering, urban studies or public administration AND two (2) years (4000 hours) of verifiable full-time equivalent experience either:
 
      A. performing environmental review functions OR

      B. in a city/regional/urban planning environment preparing documents for entities such as California Environmental Quality Act (CEQA), California Department of Fish and Game, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Regional Water Quality Control Board, Federal Aviation Administration (FAA).

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Experience as a manager or deputy manager of CEQA or NEPA documents                
  • Experience in applying requirements of Chapter 31 of the San Francisco Administrative Code        
  • Experience implementing environmental requirements during construction

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of the principles and practices of environmental analysis; Knowledge of the methods and data sources for environmental investigations; Knowledge of the accepted practices in implementation of environmental law; Ability to carry out assigned tasks decisively and accurately; Ability to work effectively in a department team framework; Ability to exercise judgment in the critical analysis of the work of a wide variety of specialized environmental consultants; Ability to communicate clearly, concisely and in a well-organized and effective manner, both orally and in writing, including the ability to prepare concise reports; Ability to maintain organized records; Ability to supervise the work of subordinate employees; Ability to deal tactfully with the public, governmental officials, professional and technical persons, and other City employees.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.    

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
