Appointment Type: Temporary Exempt (Category 18). Exempt employees are considered "at will". In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority. The duration is up to one year, with the possibility of extension.

The Department of Public Health is currently accepting applications for a temporary exempt 0922 Manager I - COVID-19 Epidemiology and Surveillance Lead position. The duration is up to one year, with possibility of extension. Hours and location may vary depending on operational need.
Location: 101 New Montgomery, 4th FL; Monday - Friday; 8:00am - 5:00pm. may require holidays, evenings, weekends, based on needs of department.
Compensation Range: $116,116-to $148,252 annually
Role description
Under general supervision of the DPH COVID-19 Task Force leadership, the 0922 performs the following duties: · Serve as a COVID-19 epidemiology and surveillance scientific subject matter expert for the DPH COVID-19 Task Force; · Provide mid-level management and responsibility for COVID-19 epidemiology surveillance, data analytics, and reporting functions; · Prioritize response activities and refine objectives for the surveillance, analytics & reporting, and data visualizations & reporting teams; · Plans, implements, manages and evaluates epidemiologic investigations, including surveillance, and develops and implements related policies and procedures for the control and prevention of diseases for the Department of Public Health. · Develops and administers program budgets by overseeing the application for grant funds from a variety of agencies and monitoring and evaluating program performance; · Plans, directs, coordinates, analyzes and evaluates original epidemiologic investigations / analyses and secondary data analyses to determine patterns of disease and probable causes in the community; · Supervises the design and implementation of instruments and procedures utilized for the collection and analysis of data by the epidemiology staff to insure valid data are collected and evaluated for data quality; · Assesses the impact and feasibility of population interventions and analyzes the impact of planned interventions on the health status of target populations to develop appropriate epidemiologic investigations; · Oversees the preparation of all surveillance reports, data reports, and statistical summaries based on epidemiologic and surveillance analyses to ensure accurate content and proper format; · Monitors team/staff work and coaches staff to achieve objectives and quality improvement; · Allocates staff resources based on objectives with DPH and DPH HR to achieve goals, set priorities for resource requests, and evaluates candidates for team assignment before deployment; · Participates in budget preparation to inform staffing required skills and necessary FTE; · Determines priority, capacity, and timeline for the teams to complete internal and external data requests; · Develops reports to translate data for use by policy- and other decision-makers; and · Performs related duties and responsibilities as assigned.
DESIRED QUALIFICATIONS :
Two (2) of those years to include supervisory experience · Doctoral degree in Epidemiology or related field · Knowledge of principles and procedures of epidemiologic methods; · Knowledge and experience in public health surveillance; particularly communicable disease surveillance; · Knowledge of the principles and methods of biostatistics, sample selection, sources of bias, and implementation of sampling techniques. · Strong project management skills and meeting facilitation; · Ability to administer the fiscal, personnel and programmatic aspects of an epidemiology and surveillance group/team; · Ability to prepare and communicate (oral and written) statistical analyses of epidemiologic and surveillance data to a lay audience; · Ability and skill to analyze data and prepare statistics and oversee analyses.
How to qualify
Minimum Qualifications:
1. Completion of a master’s degree from an accredited college or university; AND four (4) years verifiable work experience within the field of epidemiology; OR
2. Completion of a master’s degree from an accredited college or university in epidemiology, biostatistics, public health, or the behavioral sciences; AND three (3) years verifiable work experience within the field of epidemiology; OR
3. Completion of a doctoral program from an accredited college or university in epidemiology, biostatistics, public health, or the behavioral sciences; AND two (2) years verifiable work experience within the field of epidemiology.
SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e., weakens the seal between the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
