Role description
The 1244 Senior Human Resources Analysts in the Office of Civil Rights (OCR) performs complex professional and technical human resources work in the areas of Equal Employment Opportunity (EEO), Leaves Management, Reasonable Accommodation, and Workers’ Compensation. The Senior Human Resources Analyst will perform professional activities to ensure the Agency’s compliance with Federal, State, and local laws and regulations (e.g., Title VI & VII of the Civil Rights Act, California Department of Social Services Division 21, Americans with Disabilities Act), City and Agency policies and procedures, and Collective Bargaining Agreement provisions designed to provide equal opportunity in a wide range of employment and welfare benefit activities.
The Senior Human Resources Analysts will use their knowledge and skills to apply conventional fact-finding, analytical, and problem solving methods to evaluate facts and issues, resolve conflicts, report findings, and guide/advise management and the Agency. The Senior Human Resources Analysts will supervise professional and support staff.
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.
Examples of Essential Duties:
- Interpret regulations, guidelines, and precedents related to EEO, Leaves, and Reasonable Accommodations
- Meet and resolve issues and conflicts concerning EEO and Reasonable Accommodations
- Participate in conflict resolution/negotiations with managers, supervisors, employees, clients, and their union or legal representatives
- Coordinate with relevant stakeholders within the Agency, amongst other City departments, and State and other Bay Area counties
- Analyze, investigate, and report on investigatory findings and HR metrics/data in order to implement effective change
- Conduct analysis and recommend solutions to specific individual problems or cases
- Performs other related duties as assigned or required
How to qualify
1) Education:
Possession of a baccalaureate degree from an accredited college or university; AND
2) Experience:
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.
Substitution:
Education Substitution - Additional qualifying work experience as a professional human resources analyst maybe substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.
One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.

Selection Process
The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.
Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
