This position is located in the Marketing Section of the Communications Division. The SFMTA Marketing Section is responsible for identification, implementation and management of agency-wide communication tools for outreach to customers and community stakeholders. Additionally, the work group is responsible for providing analytical and business insight support for the division.

Role description

Under the general direction of the Marketing Manager, the 1054 IS Business Analyst-Principal is responsible for implementing digital communication solutions along with technical and analytic support for business intelligence systems and software applications as it relates to the needs of the Communications Division.

The IS Business Analyst-Principal will perform tasks such as business processes and systems analysis, testing, and user functional support for tools such as Salesforce Service and Marketing Cloud including Social Studio. A key function of the role is to advocate for the customer experience about customer transit information including the trip planning and wayfinding needs in the digital context for the Next Generation Customer Information System. The role will also oversee the SFMTA website and be responsible for the version implementation of Drupal for the Agency’s distributed content management needs. The IS Business Analyst-Principal will also perform technical tasks such as report, query and dashboard development, data extraction, load and transformation, and troubleshooting. Finally, the IS Business Analyst-Principal is responsible for managing two staff roles in support of the assigned and performs related duties as required. 

Examples of Essential Functions:

1. Uses and understands best practices for agile website development, human centered design, change management, meeting virtualization management, and transit customer information including trip planning and digital wayfinding.
2. Leads the technical implementation, maintenance and enhancement for customer relationship management, content management, business intelligence and software applications (i.e. Salesforce Service Cloud and Marketing Cloud including Social Studio) as well as website CMS tools such as Drupal) for support of the Communications Division and general agency communication tools (i.e. Teams, Zoom).
3. Organizes the collaborative development of data sources and secures the appropriate levels of agreement and sign-off.
4. Manages the relationship with IT staff to develop projects that would facilitate improvements to the customer experience including trip planning and on-board journey.
5. Identifies opportunities to improve processes and productivity, consolidates systems and integrates data, leading to improvements in outreach and/or the customer experience.
6. Monitors business data processes by tracking performance, resolving problems, publishing progress reports and recommending improvement actions.
7. Performs related duties as required. 

How to qualify

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
Experience:
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Desirable Qualifications
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

•Experience with a variety of business intelligence systems or cloud-based CRM(Customer Relation Management) tools and visualization software.

•Possession of an Agile/Scrum certification such as a CSM (Certified Scrum Master) or 2-years of verifiable experience working on Agile projects.

•Ability to lead projects with a proven track record of implementing automated systems.

•Knowledge of equity, accessibility, and privacy in the digital environment.

•Understanding of contract procurement and management within a government organization.

•Ability to work on multiple concurrent projects independently and collaboratively in a team environment.

•Experience supervising and training teams with the ability to give regular and timely feedback along with mentoring toward increasing responsibilities.•

Selection Process:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation/Supplemental Questionnaire (Weight: 100%): Candidates who meet the minimum qualifications for this position will be receive a Supplemental Questionnaire via email following the closing date of this job announcement. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the Supplemental Questionnaire in order to be ranked on the eligible list. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligibility List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
