The San Francisco Office of Economic and Workforce Development (OEWD) supports the City's ongoing economic recovery and vitality through key programs focused on neighborhood commercial corridors, workforce development, joint development projects, industry-focused business recruitment and retention, small business assistance, and business development. Role description
The Director of Workforce Strategy will report to the Director of Workforce Development and supervise the Division’s Policy, Community Engagement, Workforce Alignment, and Operations Units. The Director of Workforce Strategy will also assist the Director of Workforce Development in the Division’s work with OEWD’s Impact, Policy, and Communications Team, as well as the Mayor’s Office as may be required, to support intra- and inter-departmental coordination and strategic engagement with external stakeholders.
The Director of Workforce Strategy will supervise four staff in leading Workforce Development Division’s role in communicating the impact and vision of the division’s programs and policies to internal and external partners, supporting development and implementation of strategic workforce initiatives, and ensuring that the Division’s operations and systems are functional. The role of the Director of Workforce Strategy will include coordination with the Deputy Director, Director of CityBuild, and Director of Business Services to support strategic planning, such as policy initiatives, program development, and fund development and procurement functions overseen by the Policy and Workforce Alignment Units.
The Director of Workforce Strategy will also serve as the Division’s liaison to OEWD’s Impact, Policy, and Communications Team and represent the Division in department-wide data and performance, policy and planning, and communications efforts. The Director of Workforce Strategy will provide the Division’s final layer review of content before it advances to the OEWD department-level, Mayor’s Office, or the public, except in cases in which review by the Director of Workforce Development is required.
Key Responsibilities:
- Oversee development and communication of the strategic vision and impact of Workforce Development Division’s programs and policies
- Coordinate with OEWD’s Impact, Policy, and Communications Team to support reporting and evaluation, media and external communications, public presentations and events, and other activities that tell the story of the Division’s programs and policies and inform strategic planning
- Support the Division and Department’s work with the Mayor’s Office when required
- Help develop and support the Division’s relationships with external partners such as community-based organizations, labor unions, employers, education and training partners, and non-city government agencies and representatives
- Work closely with the Deputy Director, Director of CityBuild, and Director of Business Services to help inform strategic planning and effective external communication around workforce development programs and policies
- Provide the final layer of review of content that the Division prepares for public distribution before it advances from Workforce Development Division, except in cases in which review by the Director of Workforce Development is required
- Supervise Workforce Strategy's Policy Unit, which supports the development, implementation and advocacy of workforce development policies, compliance requirements, and procurement
- Supervise Workforce Strategy's Community Engagement Unit, which provides direct services to support workforce development programs and events, as well as the Workforce Hotline and other Economic Recovery and COVID-Relief efforts
- Supervise Workforce Strategy's Workforce Alignment Unit, which leads research, analysis, partnership and fund development with respect to OEWD planning and coordination
- Supervise Workforce Strategy's Operations unit, which manages the Division’s internal systems, website, external communications, and office administration
- Participate in OEWD Workforce Development Division senior leadership meetings and represent the Division when necessary
- Develop content to support these responsibilities as required
- Perform additional duties as assigned
How to qualify
Desirable Qualifications:
- Deep knowledge of workforce development principles and practice
- Familiarity with OEWD’s workforce development programs and policies
- Excellent verbal, written, and presentation communication skills
- Experience drafting media communications and public reports
- Quantitative skills to utilize internal and external data to communicate a narrative
- Experience working within government and coordinating efforts between multiple government agencies
- Experience interacting with policymakers and city officials
- Track record of successfully managing projects that interact with public stakeholders
- Proven track record of developing practical solutions to complex problems

Minimum Qualifications:
- Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in workforce development, community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
- Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in workforce development, community development, housing and/or housing development, finance, education, social work, children/youth work or criminal justice; OR
- Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) year of experience in workforce development, community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR
- Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) year of experience in workforce development, community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice
Substitution: May substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience.
