The Governmental Fund Manager works on the accounting activities in the Controller’s Accounting Operations and Supplier Division (AOSD).
AOSD’s primary mission is to control the financial activities of the City. The division certifies contracts, pays vendors, approves personnel requisitions and reviews, monitors, controls, and projects departmental expenditures on a continuous basis to assess overall fiscal condition. The division assists departments to achieve fiscal compliance, accuracy, timeliness and meaningfulness for the resulting financial information. The division is also responsible for the producing the City's annual audited financial statements including the Comprehensive Annual Financial Report (CAFR), the Single Audit Report, and other reports required by federal, state, and local regulations, as well as the Countywide Cost Allocation Plan (COWCAP). Other functions include developing and maintaining citywide financial systems, system policies, procedures, training, security, and documentation.
Role description
Under general direction of the Annual Comprehensive Financial Report Manager, manage and facilitate the financial activities and financial reporting of the City’s governmental and enterprise funds that are under the purview of the Controller’s Office, including reviewing and assisting with complex financial transactions and other issues that affect the City’s financial statements; lead asset management activities ; implement any GASB pronouncements; oversee departments using online financial management systems, manage and comply with debt covenants; supervises staff to perform audits and monitor to ensure compliance with City policies, rules and regulations.
Essential duties include, but are not limited to:
- Respond to accounting needs of departments
- Provide input into the City’s financial statement preparation and assistance with the external auditors
- Operational and service delivery decisions; implement and facilitate policy and programmatic changes as required
- Analyze financial data and prepare complex reports
- Plan, design, and implement accounting and financial procedures; ensure proper accounting, internal control and sound financial systems and procedures to safeguard the City’s assets
- Direct, review and evaluate the work of staff, including recruitment, selection and discipline
- Make informed, effective decisions and take responsibility for project completion
- Communicate orally and in writing in a clear, concise, efficient and effective business manner
- Supervise and promote staff
- Foster harmonious working relationships with those contacted in the course of work
- Complete other duties as assigned.

How to qualify
1. Possession of a Bachelor’s Degree from an accredited college and university with major
coursework in accounting, business administration, financial management, or a closely related field
2. Eight (8) years of full-time professional level experience in independently performing complex accounting, financial analysis, budget monitoring, and/or grant management, preferably in a public agency setting. At least three (3) years of the required experience must include the management and supervision of professional staff in financial analysis and accounting.

SELECTION PROCEDURES
Supplemental Examination: (Weight 100%) Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire via electronic mail after the closing of this filing period. The Supplemental Questionnaire Evaluation is designed to measure knowledge, skills and/or abilities in job-related areas. A Supplemental Questionnaire will be emailed after the closing of this filing period. Applicants will be given a deadline to return the Supplemental Questionnaire. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. A passing score must be achieved on the Management Test Battery and the Supplemental Questionnaire Examination in order to be place on the eligible list.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be (6) months, and may be extended with the approval of the Human Resources Director.
