Who We Are
Through the provision of coordinated, compassionate, and high‐quality services, the Department of Homelessness and Supportive Housing (HSH) strives to make homelessness in San Francisco rare, brief, and one time. The Department provides assistance and support to homeless and at‐risk youth, adults and families to prevent imminent episodes of homelessness and end homelessness for people in San Francisco. Services including outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness. What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

The Access Point Lead supervises the team of Program Analysts managing a dynamic portfolio of Access Points and partnerships city-wide. This position will prepare complex analysis, supervise a diverse team, an provide oversight of funding to multiple community-based organizations and public agency partners, including federal, state local and private funds.

The position works across City departments and in the community on adoption and understanding of Coordinated Entry. This position reports directly to the Coordinated Entry Manager.

Essential Duties and Responsibilities:

  • Supervises Program Support Analyst and Senior Administrative Analyst Team Members who are providing support and oversight to a dynamic group of city-wide Access Points, Access Partners, and others.
  • Indirectly supervises of Program Specialists, clerical, and technical staff as needed.
  • Supports the community adoption of Coordinated through documentation of adoption process, policies, and other written materials.
  • Collaborates extensively with planning, data management, and contract staff to ensure high quality and well-coordinated services for over 8,000 people experiencing homelessness seen at Access Points each year.
  • Responds to inquiries about Coordinated Entry from members of the public, the Homeless Response System providers, and people experiencing homelessness. Develop materials, webpages, and other communication tools to meet the needs of these groups in collaboration with HSH’s Strategy and External Affairs team. 
  • Utilizes data to improve data quality, set benchmarks, and improve the performance of staff and contracted partners.
  • Compiles ad hoc data requests, and conduct in-depth analyses related to program trends and patterns to further the principles of the HSH Strategic Framework in the implementation and adoption of Coordinated Entry.
  • Supports the implementation of data sharing norms to ensure that people experiencing homelessness have low barrier access to housing, shelter, and public benefits.
  • Provides technical assistance to internal and external stakeholders to support evaluation and community input, including developing surveys and evaluating utilization data.
  • Other duties as assigned

How to qualify

Minimum Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Excellent supervisory skills, including strong staff development and team development
  • Excellent data analysis skills and experience with data informed process improvement
  • Experience using a continuous quality improvement approach in community-based programs
  • Ability to convey complex, technical and controversial information simply and clearly for a diverse audience
  • Experience working with nonprofit service providers, including Homeless Response System (HRS) providers.
  • Ability to communicate information clearly for internal and external stakeholders, including the general public.
  • Outstanding verbal and written communication skills
  • Knowledge of homeless services, programs, policies, and operations.
  • Knowledge about best practices in housing and homelessness, social welfare, and other related fields.
  • Demonstrable skills with statistical software such as, Power BI, Looker, and GIS.
  • Expertise with client level data systems, including the Online Navigation and Entry (ONE) System
  • Experience working with a diverse workforce of people with different cultures, backgrounds, and perspectives.

Selection Procedures/Examination Requirements:

Minimum Qualification Supplemental Questionnaire(MQSQ) (Weight: Qualifying): Candidates will be sent a Supplemental Questionnaire as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications(MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Multiple-Choice Examination (weight 40%) Candidates will be invited to
participate in a written, multiple-choice examination, designed to measure their relative
knowledge, skills and abilities in job-related areas. The "core" multiple-choice
examination component may include but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment
    relative to that evaluation or analysis.
  • Knowledge of, and ability to apply, financial/fiscal principles (including the
    ability to use mathematical and statistical formulas).
  • Ability to use various computer software programs.

Supervisory Test Battery (weight 60%) Candidates who attain a minimum passing score on the written examination component will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal Skill; Human Resources Management; Team Building; Communication & Conflict Management. The above test components are considered standardized and, therefore, test questions
and answers are not available for public inspection or review.

Candidates may receive two or more scores in association with the above selection
components. One or more will correspond to the core component of the multiple-choice
exam component (i.e., core examination and/or specialty subtest). Those candidates who
participant in the Supervisory Test Battery, will attain an additional score. Any scores
attained on each of these components will be valid and "banked" for three years, starting
from the date of the examination. This means that, during this three-year time period,
you will not be required to take any test components for which you have already attained
a score. If the selection process for the future announcement is held within one year of
the date of this examination and it includes any of these components (i.e., core exam,
specialty subtest and/or Supervisory Test Battery), your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after
one year, you have the option to either (a) apply your test score(s) to the other
announcement or (b) re-take the test component(s). Re-testing is permitted no sooner
than one year from the date of the examination and only in association with your
eligibility for another announcement for which the test component (core, specialty
subtest or Supervisory Test Battery) is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.

Certification Rule
The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
