Role description

The Alignment & Guidance (A&G) Director will be responsible for providing division-wide support and standard for business process development, policy and handbook documentation, cross-functional communication, process improvement and customer engagement.

Under the guidance of the ESSS Deputy Director, the A&G Director will provide leadership to A&G’s strategic and ongoing efforts. This includes developing strategies and overseeing its implementation and evaluation, researching trends in relevant subject areas to inform and develop future plans, procuring services and developing contracts scope, budget planning for projects and overseeing division-wide collaboration among ESSS programs. Key A&G sections are: Knowledge & Resource; Community Engagement; and Empowerment Programs.
 

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1.       Advises and consults with sections and cross-program leadership; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, personnel and administrative procedures.

2.       Manages project’s framework processes and methodologies involving cross-program or cross-functional teams.

3.       Plans, coordinates and monitors project’s scope, requirements, schedules, budgets, resources, tasks, risks, staff and deliverables.

4.       Supervises, train, assign and evaluate the activities of A&G staff.

5.       Monitors and evaluates the effectiveness and efficiency of the service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes

6.       Collaborates and supports Operations Program Support, Programs, and other appropriate stakeholders to develop, implement, evaluate and refine ESSS migration into new platforms and solutions.

7.       Establishes and maintains liaison with federal, state, and local agencies, city departments, community-based organizations, and other stakeholders.

8.       Maintains awareness of federal and state level changes to the benefits programs under ESSS that require local implementation changes.

9.       Represents SFHSA ESSS in community-based presentations and events.

How to qualify

1.       Education: Bachelor’s Degree from an accredited college or university;

AND

2.       Experience:  Five (5) of professional level experience working in Human Services program support operations and in income maintenance programs in a large Human Service setting or equivalent and three (3) years of experience supervising professionals in the field. 

Substituion of Education: Additional qualifying work experience as described above may be substituted for the required education on a year-by-year basis for up to two (2) years. One year of full-time experience is equivalent to 2000 hours.

Selection Procedures:

Management Test Battery (Weight: 40%):

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas. 

Please note: this examination is only held in San Francisco.

Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Supplemental Questionnaire Examination (Weight: 60%):

Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to project management; ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Passing scores must be achieved on the Management Test Battery and the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

 

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
