Compensation rate for this position is $134,446 to $171,600 annually (Range A).

Role description

Reporting to the Director of Human Resources, the Deputy Director of Finance and Administration is responsible for the financial, technical, and administrative infrastructure of the department.  Specific areas of oversight include, but are not limited to: budget, accounting, contracts and purchasing, the Citywide tuition reimbursement program, IT and network administration, data systems, and the Department’s online presence. Specific duties associated with each area are listed below.

The selected incumbent will be directly involved in the strategic development of financial and technical policies, procedures, and regulations for the department; provide staff assignments; set team objectives; and monitor the performance of team members. The Deputy Director of Finance and Admin will oversee an annual budget of approximately $120 million, and manage a team of nine IT and finance professionals.

• ACCOUNTING: Oversee the Department’s accounting activities; maintain and track spending for the department; authorize all expenditures; direct and approve all payments and purchases; and ensure compliance with City Accounting guidelines.

• BUDGET: Manage the annual budget process, in coordination with department finance staff; understand and advocate departmental priorities with City financial stakeholders – including the Mayor’s Budget Office, Controller’s Office, and the Board of Supervisors’ budget analyst office; direct budget entries; monitor department spending and cost recovery; negotiate with other departments, prepare and present financial reports and budget documents as needed.

• CONTRACTS: Oversee the Department’s contracting efforts; ensure timeline processing of departmental contracts, troubleshoot contracting and purchasing challenges; work with Department divisions to understand contract and purchasing responsibilities; oversee the City’s Personnel Services Contracts review process.

• CITYWIDE TUITION REIMBURSEMENT PROGRAM: Oversee the City’s Tuition Reimbursement Program, which is administered by DHR; ensure timely review of employee expense authorization and reimbursement requests; work with stakeholders on program questions and disputes; identify efficiency opportunities; coordinate the hiring of seasonal staff to support busy request periods.

• IT / NETWORK ADMINISTRATION: Oversee the department’s IT infrastructure, systems administration, and telephony for all employees; oversee Department helpdesk and support efforts; develop and implement IT policies; work with IT staff to plan for future needs and address present challenges; represent DHR in Committee on Information Technology (COIT) working groups; gain COIT approval for departmental technology projects and system/infrastructure requests as appropriate.

• DATA SYSTEMS: Oversee Department’s various databases; ensure systems are stable and secure; understand and enforce efforts to protect and maintain private and protected personnel data; support DHR divisions needs for queries, analysis, and reporting.

• WEBSITE: Manage the Department’s web presence in partnership with DHR’s external affairs division, including the Department’s primary website [sfdhr.org], and the E-Library; propose, review, and approve new web content and features; develop and administer a departmental intranet; ensure DHR’s web presence is compliant with City, state, and federal accessibility requirements.

  • This individual must be an excellent communicator with highly developed writing and presentation skills. They are eager to understand and employ emerging best practices in public administration, in service to the team, and in support of the Department as a whole.

How to qualify

1.  Possession of a baccalaureate degree from an accredited college or university; AND

2. Three (3) years of managerial experience in accounting, financial, or budget management, of which, all years must include experience supervising professional-level staff engaged in one or more of the following areas: accounting, finance, budget, IT/network administration, or contracts.

Desirable Qualifications:

  • A Bachelor’s degree and/or an advanced degree in public policy, public administration, government, accounting, finance, or a related field
  • Experience in a large metropolitan public sector organization
