Role description

Under the direction of the General Manager, the Chief Financial Officer (CFO) provides direction and oversight to lead and manage the fiscal strategy of the agency and management of Business Services. Integral to the role of the position is support and collaboration with the executive team on all strategic and operational matters involving fiscal planning and forecasting, budget development and administration, and risk management; and successfully delivering programs and policies through effective relationships and partnerships with policy-making, legislative, and oversight/regulatory officials at local, state and federal agencies, as well as representatives of other utilities, and City and County of San Francisco operating departments. 

Essential functions of the Chief Financial Officer (CFO)

  • Provides strategic direction and leadership for all Business Services activities to drive operational efficiencies and support business objectives through oversight of Finance, the Audit Bureau, Information Technology, Customer Services, and Strategy Innovation and Change; oversees bureau activities and ensures achievement of objectives in compliance with the highest professional and ethical standards.
  • Provides financial leadership and advice for the executive team, the San Francisco Public Utilities Commission, the San Francisco Board of Supervisors, and oversight and regulatory committees engaged with the SFPUC. 
  • Participates in the development of the agency’s long range strategic vision, sustainability plans and business plans through comprehensive fiscal, legislative and operational analysis and evaluation of programmatic fiscal impacts; provides financial planning and analysis support including revenue and expense projections and analyses; and oversees the rate setting function  to ensure fair and equitable rates and charges as well as adequate program funding for operations and long range capital plans.
  • Plans, designs and directs the development and implementation of fiscal policies and procedures in compliance with strategic business plans, financial performance, and regulatory actions to enhance overall business operations and effectiveness.
  • Oversees the development of reliable and transparent cash flow processes and projections, including effective debt management within a fiscally sound revenue program; ensures the maintenance of the agency’s visibility and high credit ratings among investor and bond rating agencies.  
  • Oversees the development and maintenance of internal controls and other risk management activities and policies to secure financial and capital assets; coordinates with independent auditors to ensure all compliance issues are met and annual financial statements are prepared in accordance with U.S. Generally Accepted Accounting Principles (GAAP) and other local, state and federal requirements. 
  • Oversees the agency’s multi-year budget development, implementation and monitoring through timely, accurate, and credible budget analysis, financial reports, and trend analysis; provides advice and consultation to operating managers, and participates in development of solutions to business and financial challenges.
  • Directs and oversees the Customer Services bureau and systems, and all accounts activities through sound accounting processes, which utilizes secure, state of the art technology and business solutions.
  • Oversees the development, acquisition, and implementation of agency-wide information technology systems and solutions to meet business needs and streamline work processes. 
  • Evaluates Business Services’ organizational structure, staff assignments, service levels and administrative systems to continually improve effectiveness and efficiency, attracts and retains highly qualified employees, and provides professional growth opportunities for staff in support of succession planning and preparedness.
  • Oversees budget process for Business Services, including planning, maintaining, and meeting budgetary goals.
  • Manages employee performance for each of the Business Services Bureaus (Finance, Assurance and Internal Controls, Information Technology, Customer Services, Fleet Management and Operations, and Records Management) including completion of annual employee Performance Planning and Appraisal Reviews.

How to qualify

The minimum qualifications for this position are a bachelor’s degree from an accredited four-year college or university preferably with major coursework in public administration, finance, economics, or a closely related field; and six (6) years of senior-level management experience overseeing complex financial and business operations preferably in a public sector or private utility company comparable in size and scope to SFPUC. Possession of an advanced degree and/ or certification as a Certified Public Accountant is highly desirable.

What else should I know?

The starting annual salary range for the CFO is $202,566 to $258,466. Appointment above the starting salary range may be considered based on recruitment or skills and is subject to approval.
