The department is divided into four divisions – operations; building design and construction; infrastructure design and construction; and finance and administration. The Public Works director reports to San Francisco’s City Administrator and the Mayor.

The Infrastructure Design and Construction Division

The Infrastructure Design and Construction Division of San Francisco Public Works, led by the City Engineer, provides engineering planning and design services, project management and construction management services for a range of capital improvement projects supporting the City's streets and infrastructure. In addition, its Bureau of Street-use and Mapping, which includes the office of the County Surveyor, ensures that City sidewalks and streets are safe and accessible by permitting and inspecting the use of the public right of way and is responsible for records of survey, lot line adjustments, mapping subdivisions and condominium conversions.

Role description

The Administrative Engineer will perform difficult technical and administrative engineering work on a wide variety of capital street improvement projects; oversee performance of a group of professional engineering personnel engaged in preparation of engineering analysis, reports, designs, cost estimates, specifications, and contract documents; approve departmental correspondences, procedures, and reports; perform and update QA-QC procedures; monitor project budgets, expenditures, and related construction cost trends.

This position will assist the Streets and Highways Engineering Section in performing complex professional and administrative engineering work and lead a group of professional engineering personnel engaged in preparation of planning and design of capital street improvement projects. The Administrative Engineer will be working with Project Managers and consultant Staff, SFMTA (MUNI, Traffic Engineering), and SFDPW(Hydraulic, Structural and Electrical Engineers, Landscape Architects and Construction Management Staff, DPW Program Managers).  This position may also interact with members of other agencies/private utilities as needed.

Job Duties:

The essential functions of the Administrative Engineer include: 
1. Supervise professional engineering personnel; assign work and determine resources necessary to complete assigned work; analyze workloads and budgets; and select, train, motivate, monitor, evaluate and counsel staff.
2. Perform document quality controls & assurances; manage agency documents while ensuring their accuracy, quality and integrity; Review and analyzes change orders for determining nature and validity of extra work costs and credits.
3. Prepare cost estimates by analyzing proposals and specification requirements. Perform cost forecasting and value engineering
4. Prepare a wide variety of technical and administrative reports on engineering projects, proposed legislations affecting engineering projects and programs
5. Participate in the preparation of budgets; budget explanation sheets in support of resources needed for a wide variety of program projects.
6. Prepare and supervise the preparation of documents including advertisement for bids, instructions to bidders, detailed specifications; review and analyze bids for conformance with specifications and for approval of awarding contracts; negotiate contracts and contract modifications; and resolve claims and disputes. 
7. Prepare, manage, and review professional services contracts and CSOs and task orders; 
8. Analyze and solve complex engineering problems related to roadway and streetscape facilities to ensure compliance with regulatory and performance standards and specifications; Perform risk analysis and assessments
9. Writes, reviews, and/or approves departmental correspondence, reports and other related documents related to engineering projects and assignments. 
10. Review investigatory findings of complaints; Conduct meetings and make presentations to staff, committees, approval agencies, and the general public.
11. Implement Quality Assurance/Quality Control procedures and provide guidance to professional staff on engineering code related issues;
12. Review and analyze monthly reports to determine appropriate progress payments
13. Advising operations staff; 
14. Reviewing existing conditions and performing complex technical engineering studies; 

    How to qualify

    Education:

    A baccalaureate degree from an engineering program that is accredited by the Accreditation Board for Engineering and Technology (ABET) with a major in civil, structural, electrical or mechanical engineering.

    Experience:

    1. Six years [6] of progressively responsible experience in administrative, design, planning and construction work on engineering projects, including two years [2] of responsible supervisory and administrative experience; and three (3) of the six years’ experience must be in directing engineering projects at a level equivalent to the City and County of San Francisco class 5207 Associate Engineer (licensed) or higher; AND

    2. License and Certification: Professional Engineering License for (issued by the state of California); AND 3. Possession of a valid California Class C driver’s license and the maintenance of a satisfactory driving record

    Desirable Qualifications

    Ability to communicate with public, management, clients and other governmental and private agencies; knowledge of creating management and other reports; use independent judgment within established policies; and establish and maintain effective working relationships with those contacted in the course of the work.
