Role description
Human Resources Analyst Position and Responsibilities
This position will perform professional level work in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, and human resources operations. This position may also coordinate the work of clerical and technical personnel. The responsibilities listed below are representative of the range of duties assigned and are not intended in inclusive list.
- Administers and maintains the classification plan; designs and implements recruitment and selection plans; prepares class specifications in compliance with relevant laws and guidelines and insures consistency within class series and job families; and reviews requests to fill positions to ensure compliance with the classification plan.
- Collects and analyzes data to determine important/essential duties and position allocation criteria; and interviews employees and supervisors to elicit and/or clarify job information and organizational relationships.
- Conducts classification and salary surveys; collects, compiles and analyzes classification and wage data; interprets and administers provisions of memoranda of understanding; implements pay provisions of arbitration awards, mediated and grievance settlements; and reviews, analyzes, and processes requests for special pay premiums in accordance with provisions of multiple memoranda of understanding.
- Participates in the collective bargaining process by conducting research; preparing comparability analyses and various reports in support of negotiation and arbitration.
- Produces lists of eligibles for City employment: conducts job analyses, organizes recruitment activities, reviews employment applications, develops and administers selection devices, analyzes results, recommends passing scores, and creates eligible lists.
- Provides information to departmental representatives, labor organizations, managers, employees, applicants, other agencies and the general public; interprets and explains human resources rules and policies; investigates allegations/complaints of unfair employment practices; and represents employing department on human resources matters before boards and commissions and in meetings with other departments.
- Responds to appeals or protests of human resources decisions and/or procedures; and prepares and submits reports to the Civil Service Commission and may present the case before the appellate body, hearing officers or arbitrators.
- Prepares written materials including letters, reports, memoranda, and forms with the aid of a computer.
- Assists in the development, maintenance and administration of a departmental human resources program including hiring, training, performance management, leave management, position management, compensation; prepares reports, analyzes data and provides consultation and information to managers regarding human resources issues.
- Evaluates requests for leave and ADA accommodation; administers requests to fill position, employee transfers, post-referral, hiring, appoint, onboarding and layoff processes; interviews and examines candidates; administers employee discipline.
- Negotiates resolutions to grievances; investigates complaints of serious employee misconduct and complaints; enforces MOUs to ensure consistent departmental compliance with provisions, and; acts as a Skelly officer in employee disciplinary hearings.
- Assist in responding to grievances; investigate complaints of employee misconduct; interpret MOUs, Civil Service Rules, and DHR procedures to ensure consistent compliance with provisions; assist with labor relations.
- Coordinates processing of human resources transactions; reviews requests to fill positions; directs and reviews the preparation of requests to fill positions; tracks the certification and selection process; directs and participates in the processing of appointments; and receives, reviews and processes personal services contracts.
- May include additional duties as assigned.
How to qualify
Minimum Qualifications
Education: Possession of a baccalaureate degree from an accredited college or university.
Experience: One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, and human resources operations.

Substitution
Education Substitution: Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)
Experience Substitution: Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application by the application deadline: This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. The MQSQ must be submitted with your application. Link to MQSQ Form. Failure to complete the MQSQ will result in your application being deemed incomplete.
Human Resources Analyst Written Core Examination (Weight 70%): Candidates deemed eligible and admitted to the examination process will be invited to a written multiple-choice test designed to measure knowledge, skills and/or abilities in job-related areas which may include, but is not limited to the following: ability to analyze and evaluate data and information; ability to exercise good judgment when evaluating information/data; AND ability to read, comprehend, interpret and/or apply written information, rules, procedures, regulations etc. relating to recruitment and hiring processes.
Human Resources Analyst Written Subtest Examination (Weight 30%): Candidates deemed eligible and admitted to the examination process will be invited to a written multiple-choice subtest, designed to measure knowledge, skills and/or abilities in job-related areas which may include, but is not limited to the following: basic knowledge of and ability to apply principles and practices used for recruitment purposes; basic knowledge of and ability to apply principles, practices, and procedures related to the development of examinations and selection devices; basic knowledge of and ability to apply principles, practices, and procedures related to classification and compensation; basic knowledge of and ability to apply principles and practices used for employee and/or labor relations; basic knowledge of and ability to apply, policies, rules, regulations, and laws relevant to hiring processes (e.g., Americans with Disability Act, Equal Employment Opportunity, Family and Medical Leave Act, etc.)
These are standardized multiple-choice examinations. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in these examinations.
The scores achieved on these examinations shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take these tests again should you apply and be found eligible for a future announcement for which these particular tests are used. If the tests for a future announcement are held within 1 year of the date of these examinations, your scores will be automatically applied to that announcement. However, after 1 year, you will have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which these tests are used. Please note that, should you re-test, your re-test score(s) would become your official score(s) since it is the most recent.
Note: A passing score must be achieved on all examination components in order to be placed/ranked on the Eligible List/Score Report. The hiring department may administer additional position-specific selection procedures to make final hiring decisions.
Requests for an alternate test date may be considered in limited circumstances and must be submitted to the analyst listed in this announcement within five (5) calendar days of the announcement of the test date.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
What else should I know?
Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
