About:
The Treasure Island Development Program currently manages a $17M annual operations budget and a projected $1.18B Infrastructure Revitalization Financing District (IRFD) and $2.5B Community Facilities District (CFD), supporting development of up to 8,000 homes; new streets, utility infrastructure, geotechnical improvements, and open space; over 500,000 square feet of retail and office space; and 300 acres of new parks. TIDA currently manages approximately 160 commercial leases generating in excess of $8M annually in revenues, of which payments are mailed to TIDA in the form of monthly checks with each lease requiring its own compliance and tracking.
Appointment Type: Temporary Exempt (TEX), this position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.
Role description
Under the general direction, the 1822 Administrative Analyst conducts complex analysis to support the Real Estate and Finance Administration divisions of the Treasure Island Development Authority (TIDA).
The position supports the administration and operations of the program responsible for budgeting, financial planning, accounting functions, and financial analysis. The position also supports the management of commercial leasing compliance and commercial and residential rent collections. The position will work on the implementation and enforcement of development agreements, and on occasion, assist in fixed asset and debt accounting, capital project and grant accounting, and internal and external audits of the organization. The position will work as part of the finance and real estate teams and be assigned to support financial analysis and reporting, real estate management, and special projects as assigned.
Essential Functions
- Performs research, compiles and analyzes information/data regarding a variety of administrative, management, fiscal and organizational issues: analyzes information and documentation and develops tentative findings; discusses and/or coordinates analysis and tentative findings with management staff and/or other appropriate individuals
- Prepares or assists in the preparation of a variety of management reports; compiles and evaluates information in preparation for reports; outlines findings and recommendations and prepares logical supporting documentation
- Performs analysis for budget development and resource planning, for budget administration, and/or fiscal/financial reporting
- Performs analysis for monitoring of tenant leases and other required compliance provisions
- Processes invoices and check receipts and deposits in collaboration with the City Administrator’s central accounting team
- Assists in program budgets development, financial management and reconciliation, auditing functions, and accounting processes and systems to ensure compliance with rigorous accounting standards
- Develops and analyzes complex spreadsheet models that aggregates financial information and provides summary data, dashboards, and reports and projections for departmental revenues and expenditures
- Uses financial systems and related applications to support department and ensure efficient and accurate application of financial transactions
- Assists in financial analysis and reporting; assist in the preparation of detailed and complex management reports for the Treasure Island Director, Treasure Island Development Authority, City Administrator and ADM managers, as well as the Controller’s and Mayor’s Offices
- Conducts policy analyses and review of relevant development agreements and documents to develop recommendations and implementation plans to promote efficiency and compliance with such agreements
- Works on special projects or other related duties, as assigned.
How to qualify
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university; and one (1) year full-time equivalent experience performing professional-level analytical work, as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework as described in Note B; OR
3. Possession of a baccalaureate degree from an accredited college or university, and two (2) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major coursework as described in Note B and one (1) year full-time equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1822, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1820 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1822.
