The San Francisco Planning Department is recruiting for one (1) Temporary Exempt (TEX) Community Development Assistant (#9770) position in our Community Equity Division.

The Department
The San Francisco Planning Department (CPC) plays a central role in guiding the growth and development in our City. The Department works with other City agencies and the community to help achieve great planning for a great city.   

The Community Equity Division

The Planning Department prioritizes racial and social equity tasks across all divisions coordinated through the new Community Equity Division. The purpose of this Division is to reflect upon our historical and current inequities and revise our policies and implementation strategies to reverse inequities for our American Indian, Black communities, other communities of color, and other historically marginalized communities. The Division includes three units: Equity Plan Team, Community Engagement, and Policies and Strategies. The Community Equity Divisions works closely with community leaders and the Office of Racial Equity. This is a temporary (5-10 year) division to support the transition of the Department towards a strong equity framework. The Division is a collaborative, team-oriented environment with opportunities to work both individually and on project teams on a wide variety of issues to advance racial and social equity internally and externally. We collaborate with staff of other City agencies and the general public. Community outreach and engagement is a critical part of our work.

Role description

The Opportunity
The San Francisco Planning Department is recruiting for one (1) Community Development Assistant (#9770) position in our Community Equity Division.

Position Description

The Community Development Assistant (Tenderloin Sustained Community & Stakeholder Specialist) will lead the ongoing community engagement work and support the Tenderloin Sustained Operations Manager to coordinate the ongoing sustained operations on behalf of the City and County of San Francisco.  This position will coordinate efforts with community stakeholders for the ongoing work of the Tenderloin Emergency Initiative, which was led by the Department of Emergency Management from December 2021 through June 2022.  This position liaises and coordinates directly with Tenderloin stakeholder groups including community-based organizations, neighborhood-block groups, supervisor’s office, small businesses, residents and other key agencies or groups. Also, this position liaises with other city departments such as the Department of Public Health, Department of Emergency Management, Human Services Agency, Mayor’s Office on Disability, Department of Homelessness & Supportive Housing, San Francisco Police Department, Fire Department, Human Rights Commission, and others to ensure the sustained operations and response is prioritizing community and equity for our most vulnerable populations. This position is responsible for strengthening the relationships between the city and community stakeholders and promoting a healthier, safer, and resilient Tenderloin neighborhood for all. This position will report directly to the Tenderloin Operations Manager and work closely with the Operations Analyst/Planner 

The essential functions of this position include but are not limited to:

  • Coordinate with City agencies to further the priorities of the Tenderloin community, including decreasing violence and open drug sales, increasing connections to treatment and services for those who need it, and maintaining infrastructure and street improvements in the neighborhood 

  • Facilitate regular community-focused meetings as necessary including managing logistics such as scheduling, organizing materials, inviting appropriate city department representatives and participant outreach and communication 

  • Attend and assist as needed with community meetings 

  • Support and escalate community-informed priority locations for the joint operations group assigned to ongoing Tenderloin operations 

  • Support the Operations Manager on implementation of the action items agreed upon and represented in the long-term Tenderloin Community Action Plan 

  • Maintain positive working relationships with City agencies, community organizations, neighborhood stakeholder groups, residents, businesses, and other community representatives 

  • Support project plans and permit requests for community-driven positive activations of open space 

  • Coordinate with ongoing community safe passage investments and initiatives such as Yellow Brick Road, block leader programs, and school crossing guards 

  • Work with team to support facilitation of block-level community activations such as Clean Team events and art and culture fairs 

  • Work with team to establish and maintain a clear process for community members to collaborate with the City to address neighborhood issues together 

  • Makes field visits to monitor project and plan success and areas for improvement; works directly with stakeholder representatives to ensure equitable implementation of plan 

  • Escalates any equity-related concerns to the Operations Manager and advocates for equity and inclusivity 

  • Collects data from the Tenderloin community related to the ongoing operations 

  • Advocates on behalf of the Tenderloin Community for funding for resources, staffing, and more at the city level 

  • Assist community members seeking information on accessing city resources such as 311 and other city resources 

  • Recommends policy and administrative procedures for ongoing City investment in Tenderloin neighborhood initiatives 

  • Other duties as assigned 

Successful candidate will have:

  • Knowledge and understanding of the Tenderloin Emergency Initiative programs and the Tenderloin Community Action Plan recommendations 

  • Knowledge of the history of the Tenderloin and various community stakeholder groups 

  • Passionate about working with diverse communities and improving outcomes 

  • Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public 

  • Ability to work in the field, including standing or walking throughout the neighborhood for multiple hours in a single day 

How to qualify

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university AND one (1) year of administrative/professional experience in community development , housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, or elections related work; OR
  2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice.

SUBSTITUTION: Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice, and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience managing complex and highly visible projects 

  • Experience working with community groups or stakeholders, especially in San Francisco’s Tenderloin neighborhood 

  • Excellent oral communication skills 

  • Flexible work style, must be flexible to work evenings as necessary 

  • Works well with others 

  • Bilingual preferred – spoken language Spanish, Cantonese, Vietnamese, Arabic, Russian

Appointment Type:  Temporary Exempt (TEX)
Temporary Exempt Full Time – Up to 36 months. This position is exempt from Civil Service rules pursuant to San Francisco Charter Section 10.104 and serves at the discretion of the Appointing Officer.
