Services include outreach, homelessness prevention, emergency shelter, drop‐in centers, transitional housing, supportive housing, short‐term rental subsidies, and support services to help people exit homelessness.

What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models and implementing best practice solutions with

measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families, including shelters for members of the LGBTQ community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs with over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

You will have the opportunity to create, strategize, and implement HSH’s Diversity, Equity, and Inclusion (DEI) initiatives and play an integral role in creating housing justice. You will partner with internal and external stakeholders to design and enable a DEI strategy by thinking big and bringing ideas to propel HSH’s DEI work forward with long-term results in mind. After collaborating with the Chief Equity Officer and other stakeholders to develop the approach, you will assist in the implementation of our DEI strategy.

You are excited about this opportunity because you will:

  • Develop client relationships and performance agreements that are consistent with the client's needs, the organizational culture, the practitioner's ability to perform, and the ethical standards of the human resources development professional.
  • Discuss requests to identify the available training content, boundaries, and guidelines before providing the training session.
  • Design and adopt appropriate assessment tools or approaches such as interviews, questionnaires, and surveys.
  • Collect the necessary information to assess learning needs, determine suitable instructional design and content, identify target populations, and evaluate the effectiveness of previous related training programs.
  • Assess and analyze the individual, team, and organizational learning needs through assessment tools, interviews, reports, surveys, and consultations with other agencies or groups.
  • Design and develop learning programs and materials and facilitate events, seminars, and conferences.
  • Coordinate training programs, seminars, and conferences; plan, schedule trainers and other support personnel, arrange facilities and utilize the Learning Management System.
  • Conduct training programs that include, but are not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities.
  • Evaluate and write various reports about the effectiveness of training programs, events, and seminars.
  • Provide coaching and consulting to managers, supervisors, and employees on various issues.
  • Propose, promote, and market training programs, events, seminars, and conferences by writing proposals and securing support and approval from City or department managers.
  • Provide instructional and facilitation guidance to technical experts in meeting learning goals and objectives and following professional training and development standards.
  • Administer instructional programs requiring the services of contractors to ensure the delivery of high-quality, cost-effective training.
  • May include additional duties as assigned.

  • Has strong project management, facilitation, coaching, consulting, written communication, and analytical skills.
  • Has the ability to influence and partner cross-functionally with both HR, leaders, community partners and teams
  • Has the ability to develop ideas and perform the implementation steps to achieve results

How to qualify

EDUCATION

1.  Possession of a baccalaureate degree from an accredited college or university

AND

EXPERIENCE

2. Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

Substitution

1. Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience. 2. Possession of a Master of Arts degree may be substituted for one year of the required experience. 3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

Notes

Essential duties require the following physical skills and work environment: ability to stand for a prolonged period of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

Selection Procedures/Examination Requirements

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire(MQSQ) (Weight: Qualifying): Candidates will be sent a Supplemental Questionnaire as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications(MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Oral/Performance Examination (Weight: 100%): Applicants who meet the minimum qualifications will be invited to an Oral/Performance exam designed to measure the knowledge, skills and/or abilities in job-related areas required for the position which may include but not be limited to:

  • Ability to develop and deliver Diversity, Equity, and Inclusion (DEI) training appropriate for a broad range of audiences
  • Ability to build relationships, partner, and consult with senior management and executive roles for internal and external partners;
  • Ability to develop learning solutions and materials in various modalities, such as classroom or web-based, to address developmental goals at both the organization and individual levels;
  • Ability to effectively communicate verbally and in writing across a broad range of contexts and to diverse audiences;
  • Strong attention to detail and sense of urgency to drive projects to completion with a commitment to consistently deliver excellent quality work.

A passing score must be achieved on the Oral/Performance examination in order to be placed/ranked on the Eligible List.

What else should I know?

Eligible List/Score Report

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director. The certification rule is Rule of Three, but this is subject to change pending approval.
