Role description

The Talent Mobility Manager plays an integral role in retaining and developing the talent SFO has already attracted. You will partner with SFO management teams to develop, execute, and optimize internal talent mobility and pipeline strategies that support our business objectives and evolve, develop, and grow our culture.  This position manages, coordinates, and supports high-impact, cross-functional programs across the spectrum of the employee journey. The role is both strategic and operational, and will be responsible for designing, implementing, and optimizing processes, programs, and services. You will re-imagine the employee experience and help our team members plan and manage their personal journeys with SFO. The programs you will contribute to are essential to our vision of a workplace where anyone can belong, and to our commitment of delivering an equitable and inspirational employee experience. 

You are excited about this opportunity because you will:

Internal Talent Mobility Management 

  • Develops and drives internal talent mobility strategies to attract, develop, engage, and retain strong and diverse talent in partnership with Talent Acquisition, People Operations, People Analytics & Engagement, and Learning & Development teams.
  • Identifies, scopes, and leads programs across the Airport focused on internal mobility and promotion readiness, in alignment with business strategy and Talent Acquisition goals.
  • Leads the development of new and the improvement of existing internal talent mobility programs.
  • Collaborates with key leaders and their leadership teams to develop and execute both long-term and short-term mobility roadmaps that directly support the Airport’s strategic goals and objectives.
  • Prepares program proposals with estimated cost statements for presentation to senior leadership; resolves issues related to the implementation and operation of internal talent mobility programs.
  • Conducts ongoing mobility training with key business partners and employees.
  • Ensures that policies and programs are aligned with business needs; uses qualitative and quantitative data to iterate on internal mobility programming and influence decision making.
  • Takes ownership of high-impact projects that shape the future of internal mobility at SFO.
  • Acts as a key partner in achieving the Airport’s racial equity goals by providing mobility and access to employees of color. 

Career Pathway Program Management 

  • Develops and drives career pathway and pipeline program strategies in partnership with Talent Acquisition, People Operations, People Analytics & Engagement, and Learning & Development teams that are aligned with the Airport’s strategic goals and objectives; strengthens existing airport pipeline development programs; creates internal branding and marketing strategies. 
  • Acts as a trusted partner and ambassador for the Airport, reinforcing our commitment to career development and talent mobility programs.
  • Acts as a representative for the Airport in our surrounding communities, promoting SFO’s career pathway programs. 
  • Collaborates with People Analytics & Engagement to develop analytics that monitor and measure impact of program initiatives and delivers regular status reports to stakeholders.

Career Advising Program Development and Management 

  • Develops services and engages with employees via one-to-one sessions on complex career issues and individual career development plans that may include critiquing resumes, cover letters, other job search correspondence, and practicing interviewing skills.
  • Develops and manages programs that assist employees in finding suitable employment by enhancing their job search skills and capacity to compete for promotional opportunities; equips employees with the tools necessary for them to create career plans based on their awareness of work-related strengths, interests, and values.
  • Develops and manages career services, job shadowing, and career counseling approaches that are founded on learning outcomes; engages in interactive career mapping with employees by focusing on filling gaps to ensure mobility options.
  • Manages career development presentations and workshops.
  • Plans, coordinates, and leads major campus-wide career events to promote internal mobility and resources.

People Responsibilities 

  • Plans, manages, monitors, evaluates, and supervises the Talent Mobility team; lead and develop employees into a highly effective team by setting clear performance objectives and goals, regular and honest feedback, and individualized development plans.
  • As a member of the PPD Leadership Team, provides leadership and make recommendations affecting PPD vision, initiatives, programs, services, and budget expenditures.
  • Coordinates work activities to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of Airport goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.
  • Manages the work of the Talent Mobility team; advises and consults with managers; meet with appropriate staff to identify and resolve problems or conflicts; recommend final decisions regarding policy, operations, and administrative procedures.
  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives; monitor expenditures in accordance with the approved budget; and provides executive management with an early warning and practical options to potential cost overruns.
  • May plan, develop, implement, or direct major or complex projects or programs which span several sections or divisions; manage the research of complex, highly technical issues; analyze alternative solutions or approaches; and recommend the most effective course of action.
  • May serve as liaison for the Airport with a variety of other City/County staff and officials of outside agencies; explain and justify Airport or administrative procedures, policies, or programs; negotiate and resolve difficult and complex issues and problems.

What you’ll possess:

  • Knowledge and understanding of employment barriers, workplace equity, and organizational change strategies.
  • Desire and commitment to lead and participate in anti-racism, racial justice, and equity work, along with the commitment and fortitude to push and drive change in these areas.
  • A broad understanding of workforce development strategies.  
  • Ability to see solutions where others see problems with a desire to continuously look for ways to make improvements and continuously enhance the employee pipeline.
  • Strong attention to detail and sense of urgency to drive projects to completion with a commitment to consistently deliver excellent quality work.
  • Two (2) years of supervisory experience.
  • Experience in curriculum development and strategy for workforce development and career mobility programming. 
     

How to qualify

EDUCATION

Possession of a baccalaureate degree from an accredited college or university; AND

EXPERIENCE
Five (5) years of professional level experience in human resources and/or workforce development programs.

SUBSTITUTION

Education Substitution: 

Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years.  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Experience Substitution:

Completion of a 12‐month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year experience.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

What else should I know?

Selection Procedure:

The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the oral interview.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
