The San Francisco Public Utilities Commission (SFPUC) Wastewater Enterprise (WWE) operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, over 1,900 miles of pipe, over 300 green infrastructure assets, and benefit every resident and visitor of San Francisco.

WWE operates three all-weather wastewater treatment plants, one wet-weather facility, 27 pump stations, eight transport/storage facilities, and 36 combined sewer discharge structures to treat an estimated 34.5 billion gallons of wastewater in a typical year. Of that 34.5 billion gallons, approximately 24 billion gallons per year receive full secondary treatment, 9 billion gallons per year receive primary or decant treatment and are discharged to deep-water outfalls, and 1.5 billion gallons per year receive the equivalent to wet weather primary treatment and are discharged through nearshore outfalls.

In addition to treating wastewater, WWE also produces biosolids, a nutrient-rich soil-like product used as a synthetic fertilizer-replacement and soil amendment across the Bay Area and manages and treats stormwater using green infrastructure.

Role description

The Redevelopment Manager oversees SFPUC Wastewater Enterprise's review and approval of developer plans and designs for new combined and separate wastewater infrastructure in redevelopment areas within the City and County of San Francisco (City). This crucial role, situated in the Wastewater Enterprise’s Urban Watershed Planning Division, ensures that new infrastructure in redevelopment sites complies with all standards and regulations. The essential duties of this position include, but are not limited to the following:

  • Plans, monitors, evaluates, and supervises staff and resources needed for the planning and design of new wastewater infrastructure at redevelopment sites.    
  • Develops and manages workflow strategy and planning for in-house and consultant resources; planning and design document review and scheduling; and budgeting and cost capture as related to invoicing for project services.    
  • Leads SFPUC WWE review of developer entitlement documents, sewer system master plans, infrastructure designs and modeling, land rights documentation, agreements, and related submittals, and coordinates with other work groups conducting construction inspection and infrastructure acceptance.    
  • Assures design compliance with applicable codes, regulations, and guidelines, as well as wastewater and stormwater collection system operations best practices.    
  • Develops interdisciplinary teams and coordinates the work of technical and professional staff in multiple SFPUC divisions that provide operational and maintenance guidance and engineering support on the design and construction of future City-owned sewer system infrastructure.    
  • Represents the SFPUC WWE at redevelopment project meetings with staff from Mayor’s Office, City development authorities, Public Works, and other city agencies in order to coordinate approach to land development, including design requirements, project phasing, construction sequencing, and asset acceptance and operation when the infrastructure is turned over from the developer to the City.    
  • Advises and consults with senior staff of the WWE and SFPUC General Manager’s Office regarding housing and commercial development project entitlement, master planning, design, and construction, and provides briefings and recommended courses of action to SFPUC and WWE management.    
  • Develops recommendations for and supports new policy, guidelines, and standards as needed for the planning, design, construction, operation, maintenance, and replacement of wastewater infrastructure systems.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university, AND

Experience: Five (5) years of experience with large infrastructure projects and governmental capital programs, including such duties as development of feasibility studies, alternative analyses, cost estimates, work plans, complex multi-phase and multi-party project schedules; including three (3) years of utility-related planning or design review experience on large land development projects (housing and/or commercial use), of which three (3) years must be of supervisory experience.

Substitution 
An advanced degree may substitute for one year of the required five (5) years of experience.
Additional qualifying experience may be substituted for the baccalaureate degree on a year-for-year basis (30 semester/ 45 quarter units equals one year).

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Possession of a master’s degree in a major field of study in Business Administration, Economics, Engineering, Environmental Management, Natural Resources, City Planning, or other analytic degree.
  • Experience working in public sector agencies.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 

  • Knowledge of federal, state, and local rules, regulations and standards pertaining to new wastewater and stormwater infrastructure within the City & County of San Francisco.

  • Ability to Plan, Organize and Adapt - the ability to identify and establish priorities; project long-range goals, activities and timetables for specific projects; schedule and coordinate tasks to meet goals and objectives; anticipate problems and their consequences and propose alternate courses of action; adapt to changing work priorities and demands.
  • Ability to review, understand and analyze designs and planning documents submitted by developers and make recommendations.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
