About:

Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our Department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description

The Planning & Capital Division is currently delivering a portfolio of over 80 Capital Improvement Projects with a value of approximately $800M.  These 80 projects move through planning, design and construction phases, and during each of these phases the projects require a high level of community engagement, communication with the public, internal communication within the Department and external communication with other City departments.

Under administrative direction, the Project Manager plans, organizes, directs and controls all or part of a highly complex engineering or architectural project from concept through design and construction closeout of the project.

A project is a temporary endeavor undertaken to create a unique product or service. The Project Manager class is used for projects which meet the following general criteria: They are at a substantial dollar level, they continue over a multi-year period, they require significant involvement in negotiation and consensus building among a variety of interested individuals and groups, they may involve complex, information systems, architecture/infrastructure planning and design or complex , unusual or unique construction or fabrication methods, and they are generally highly visible and of interest to elected officials. Essential qualities include being able to define a problem, have good judgment, accurately identify and describe cause and effect relationships, make clear evidence based recommendations, issue spot/raise red flags, and provide clear timely decisive feedback and guidance to construction delivery teams. In addition, Project Managers are required to understand and participate in technical conversations and make decisions based on their technical expertise, including reviewing technical documents and providing feedback to consultants. An essential role of the position is supervising 5502 Project Manager I and other junior staff. The Project Manager II is required to guide, mentor, and lead Project Manager I and other staff, and assist in making decisions and coming to closure on all of the above items. This requires constant interaction and oversight of the assigned staff and ensuring their projects move forward successfully. The Project Manager II will be a leader within the division, participating in and making managerial decisions regarding the entire division.

DUTIES

The Project Manager II will be responsible for overseeing the planning, design, and construction of approximately four to six capital improvement projects at any given time, with a combined project value ranging from $20 Million to $75 Million. In addition, the Project Manager II may provide project management support to senior staff on larger capital improvement projects, as well as supervise 5502 Project Manager I, 5261 Architectural Assistant II (Assistant Project Managers), and interns. These management duties include, but are not limited to:

• Preparing and monitoring budgets and funding plans, project schedules and expenditure schedules;

• Overseeing the completion of conceptual design, detail design, contract documentation, and construction;

• Providing comments on presentation and technical documents;

• Controlling project cost and schedule; reviewing change orders; serving as primary contact for all parties involved in the project;

• Managing work of a multi-disciplinary technical staff across organizational boundaries;

• Tracking, recording, and reporting on project progress;

• Making presentations to key stakeholders, the Recreation and Park Commission, Board of Supervisors, or other City agencies, and representing the Recreation and Park Department on task forces and working groups;

• Preparing and coordinating Requests for Proposals, negotiating and monitoring consultant contracts, and developing Memoranda of Understanding;

• Participating in general planning activities, including development of the department’s long-range Capital Plan;

• Working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, and City and County departments;

• Meeting with Capital Division management staff to review project schedules and budgets, and assess progress or lack thereof on project implementation;

• Make recommendations on how to increase speed, efficiency, or quality of project delivery;

• Lead initiatives based on those recommendations, forming inter- and intra- departmental workgroups to revise business processes, and troubleshoot projects;

• Participate in managerial meetings with the Department of Public Works, and other City agencies as needed;

• Review and manage workload assignment to assistant Project Managers and interns;

• Review and oversee development of project plans and MOUs with DPW;

• Assist in the development and review of monthly financial projections; and

• Managing Environmental Review processes and obtaining permits.

Examples of projects that may be assigned to the Project Manager II include but are not limited to: Jackson Playground and Portsmouth Square.

How to qualify

MINIMUM QUALIFICATIONS

1. Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four years of responsible architectural, engineering or construction management experience, OR

2. A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR

3. Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

4. California registration as professional engineer or architect, AND

5. Two additional years of project coordination experience.

Professional training in project management is desirable and may be a requirement in some departments.

Project management methodology certifications such as the following are highly desirable and may be required in some departments: Project Management Professional Certification from the Project Management Institute.

Essential duties require the following physical skills and work environment:  Work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations. Some assignments may require driving and/or extensive night or weekend work.

Desirable Qualifications:

• California registration as a landscape architect, professional engineer, or architect

• Proven ability to present clear, cogent technical and design information to stakeholders, both orally and in writing

• Proven ability to make presentations before Commissions, Boards, or other governing bodies

• Familiarity with developing design programs, budgets, and schedules for Capital construction projects

• Understanding of, and familiarity with, City procedures related to inter-agency reviews and approvals, permitting and contracting

• Familiarity with park design concepts and issues

• Familiarity with all phases of project implementation, including conceptual plan development, detail design, contract documentation & cost estimating, bidding, and construction

• Proven ability to coordinate and manage the work of a multi-disciplined project team on a project of moderate size and complexity

• Completion of the Department of Public Works' (or other CCSF Department) Project Management Training Course, or relative coursework obtained through a Project Management Certificate Program

• Valid California Driver's License

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Appointment Type:  This is a Permanent Exempt appointment. This position is excluded by the Charter from the competitive Civil Service examination process, is considered “at will” and serves at the discretion of the Appointing Officer with appointment duration of up to three (3) years.

Compensation$195,234 /yr.
