Role description

Under general direction from a 0923 Section Manager, the Program Support Analyst performs a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinates assigned functions and activities among department divisions, and provides highly responsible administrative staff assistance to the assigned executive staff.

The essential duties include:  

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list.

  1. Provides direct supervision to one unit of line staff serving Families Rising (FaR) families. FaR works with vulnerable and hard to serve populations, including domestic violence survivors, homeless and recent immigrants. Line staff supervised by this position are responsible for activities including family outreach and engagement, assisting clients to learn to navigate complex public systems of care, addressing crisis needs of families via referral and connection to appropriate services, conducting home visits, coaching families toward attainment of long-term goals, facilitating participant groups, and participating in case conference meetings with internal and partner agency case management staff.
  2. Oversee the implementation and ongoing delivery of the evidence-based home visiting curriculum Parents as Teachers, ensuring the Parent Educator staff are performing the home visits with fidelity to the model and maintaining the case management tracking in the appropriate data system timely and effectively. Supports reporting and evaluation activities that include both internal and external partners.
  3. Work in close partnership with management of the SFHSA CalWORKs Social Work Units to ensure case coordination for shared clients and to support compliance with CalWORKs Welfare-to-Work and auxiliary programs.
  4. Work in close partnership with case managers and managers at FaR partner agencies, including the Nurse Family Partnership Program, Department of Child Support Services and Department of Public Health to ensure case coordination for shared clients.
  5. Facilitate development and use of the Goal Setting and Parent Education framework by FaR staff and partners. Through Goal Setting and Parent Education, Parent Educators partner with clients to set and achieve goals so that over time they may acquire the resources, skills, and sustained behavior changes necessary to attain and preserve their economic independence. Assist in designing, implementing and/or maintaining related tools and resources that FaR staff can use in their work with families as they pursue progress in the following areas: economic security and housing stability, living in a nurturing environment, being physically, emotionally and mentally healthy, connecting their children to quality early learning experiences and succeeding in postsecondary and/or career paths.
  6. Personally models and oversees the development of training that reflects a strength-based and trauma-informed approach to working with families. Assesses training needs of staff, provides or coordinates staff training, evaluates the effectiveness of training and coordinates training activities with FaR collaborative partners.
  7. Provides highly responsible technical and administrative staff assistance to FaR management, including evaluating the need for, developing and implementing policies and procedures, methods and schedules for daily operational activities; performing contract monitoring related to FaR; recommending program goals and objectives; conducting analysis of program regulations, policies involving operations, procedures, and services; preparation and submission of reports; development of technical materials such as handbooks, forms, and other related documents.
  8. Participates in a variety of complex and detailed programmatic responsibilities involving problem solving.
  9. Represents FaR at meetings and committees; prepares presentations; may act as program spokesperson to internal and external stakeholders.
  10. Establish and maintain working relationships with FaR partners, including internal Human Services Agency staff, community organizations and other City department partners.
  11. Directs, oversees and participates in the development of the assigned work plan, work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
  12. Participates in recruitment and selection of staff, develops selection tools, serves on interview panels and recommends appointment of personnel; works with employees to correct deficiencies; implements discipline procedures; recommends employee terminations.
  13. May assist in management of the FaR budget by monitoring and approving budgetary transactions on an ongoing basis and identifying additional funds needed for staffing, equipment, materials and supplies.
  14. Provides quality oversight of data tracking performed by subordinate staff; conducts surveys and performs research and statistical analyses as requested; prepares related reports.
  15. Responds to and resolves difficult and sensitive inquiries and complaints.

How to qualify

1) Education

A Baccalaureate degree in social work, public administration, business administration or a related field; AND

2) Experience

Three (3) years of professional experience of which two (2) years are in the field of social services related to income maintenance or economic self-sufficiency programs. This experience includes responsibilities for functions such as supervising eligibility determination, case management, program development and administration, budget or contract development. 

Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will have their Supplemental Questionnaire Examination scored; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of and ability to project management; ability to establish and maintain effective working relationships; knowledge of programs development and service delivery; ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; written communication ability; knowledge of laws and regulations pertaining to target population..

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
