Role description
Project: Development Utilities Infrastructure Project
The Project Manager III (PM III) is responsible for managing the engineering, design, construction, and acceptance of proposed SFPUC water, power, and sewer utility infrastructure associated with new developments in San Francisco (including residential, commercial, and large-scale master planned development projects).The PM III will also coordinate the work of a multi-disciplinary technical staff across organizational boundaries as well as work extensively with the public, private contractors, special interest groups, and regulatory agencies.
Essential Functions:
The tasks involved in the various projects are as follows:
- Project Management: Manage project budget, schedule, and scope.
- Engineering Planning Review As Needed: Needs Definition, Condition Assessment. Alternatives Identification and Conceptual Engineering: Define the project needs, assess the conditions of all existing pertinent facilities, and identify feasible alternatives to address project needs.
- Alternatives Evaluation: Evaluate various alternatives for meeting the project objectives based on designated evaluation criteria. Recommend the preferred alternative.
- Review Conceptual Engineering Report: Review a report that specifies the 10%design level for the recommended alternative.
- Engineering Design and Design Criteria: Coordinate review of construction documents (plans and specifications) for the project.
- Construction Management Support: Provide construction management support to facilitate project construction.
- Operational Start-Up: Provide as-needed support to facilitate the operational start-up of any newly constructed facilities and assist in financial close-out of the projects.
- Acceptance on new infrastructure – Provide leadership to support the acceptance of the new infrastructure.
The 5506 Project Manager III will perform other related duties as assigned.
How to qualify
1. Bachelor's Degree in architecture, engineering, planning, or landscape architecture; plus four (4) years of responsible architectural, engineering or construction management experience, OR
2. A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
3. Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
4. California registration as professional engineer or architect,
AND
5. Additional Four (4) additional years of project coordination experience for major architectural, engineering or construction projects.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
Highly Desirable Qualifications/Requirements:
· Extensive experience working with large development projects in San Francisco.
· Strong working knowledge of project engineering, construction management, and/or construction processes and procedures.
· Extensive experience with wastewater, water, and power related infrastructure projects.
· Effective communication skills
· Ability to work cooperatively with a wide range of stakeholders, including developers, consultants, and city staff and managers from other divisions of the SFPUC and other departments in the City
· Ability to negotiate effectively
· Ability to identify and define problems, make recommendations with appropriate justification, and develop/implement a plan of action.
