Under general direction, the Chief Stationary Engineer, Sewage Plant is responsible for supervising the activities of subordinate personnel engaged in the operation, maintenance and repair of all mechanical and electrical machinery and equipment in a Sewage Treatment Plant; participates in plant operational planning; and performs related duties as required. This position requires the responsibility for: interpreting, enforcing and carrying out existing plant operation methods and processes; assisting in developing new plant operation procedures; making regular contacts with subordinate personnel and management relative to plant operation methods and procedures; reviewing and summarizing operation logs and preparing related reports. Nature of work requires intermittent exposure to raw sewage in connection with plant operation and maintenance responsibility. Incumbent may be required to work rotating shifts.
1. Supervises the operation and maintenance of all machinery, equipment and systems in a sewage treatment plant and pumping stations.
2. Develops, directs and reviews maintenance programs of all plant machinery and equipment.
3. Instructs and supervises subordinate personnel in the safe operation of all sewage treatment plant and pump station machinery, equipment and systems.
4. Supervises research, experimentation and/or analysis.
5. Functions as Acting Superintendent as needed.
6. Prepares work schedules for subordinate personnel.
7. Assists superiors in preparing annual budget and five-year plan.
8. Requisitions materials, supplies, parts and labor necessary for maintenance and operation activities.
9. Prepares written performance specifications and estimates for equipment, supplies, chemicals and/or for the installation and repair of machinery and equipment.
10. Requests, coordinates and inspects major maintenance and repair activities.
11. Prepares plant operating reports and records such as performance evaluations of immediate subordinate personnel, memos, timesheets, monthly cost reports, plant status reports and official letters.
12. Reviews plant operating reports, records, logs sheets and performance evaluations prepared by subordinate stationary engineers.
13. Develops abilities of subordinates by making available vocational literature and coursework.
14. Communicates with other departmental personnel, outside organizations, the press, and the general public in connection with complaints, plant maintenance and operational activities by telephone, written letters and field visits.
15. May include additional duties as assigned.
How to qualify
Six (6) years of verified journey level experience in the operation, maintenance and repair of a wide variety of mechanical and electrical machinery and equipment in a wastewater treatment plant of which two (2) years must have been in a supervisory capacity; AND
License and Certification:
Possession of a current Grade IV or higher, Wastewater Treatment Certificate issued by the State of California.
Must possess a valid driver's license.
Applicants who do not possess a Grade IV or higher Wastewater Treatment Plant Operator Certificate but do possess a Grade IV Mechanical Technologist Certificate would qualify for positions located at the maintenance section at the Public Utilities Commission, Wastewater Enterprise Division, Maintenance Section only.
1. Applicants who are in possession of a Current Grade III California Wastewater Treatment Plant Operator Certificate or Grade III California Water Environmental Mechanical Technologist Certificate will be allowed to participate in the examination provided they meet all other requirements; however, if successful in the examination, such candidates will be under waiver for appointment until they obtain the required certificate as designated above.
2. Upon appointment to Class 7252, employees may be required to take a State-Mandated Respirator Medical Examination renewed annually) and be clean-shaven for respirator and self-contained breathing apparatus use.
3. OUT OF STATE CANDIDATES: Applicants with Wastewater Operator Certificate from other States must contact the California State Water Resources Control Board about the possibility of obtaining a California Certificate through a reciprocity agreement with other States.
4. Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
5. Customs Clearance: Candidates for employment with the San Francisco Airport Commission require the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”
Basic Supervisory Exam (BSE) (Weight: 40%)
Candidates will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g., directing, counseling, guiding, evaluating, motivating, disciplining, developing, and training subordinates, delegation) as well as customer service and reading comprehension. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. The Basic Supervisory Exam will be administered either on a computer or paper format. The type of format will depend on the size of the qualified applicant pool. Qualified candidates will be notified of the type of exam format in their exam appointment notification. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time-period, you will not be required to take this test again should you apply and be found eligible for future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Written Performance Examination (Weight: 60%)
Applicants who pass the Basic Supervisory exam will be invited to participate in a written performance exam to determine their relative knowledge, skills, and abilities in job-related areas for the 7252 classification which may include, but are not limited to: Knowledge requires comprehensive knowledge of the machinery, equipment and operation of a large sewage treatment plant; knowledge of the chemical processes and operational maintenance problems of a sewage plant; ability to plan, assign, advise and inspect the work of subordinate operating personnel; ability to maintain records and prepare operating reports; ability to deal effectively and courteously with departmental personnel; skills requiring skill in the use of hand tools as needed in the maintenance and repair of equipment.
A passing score on the Basic Supervisory Exam, and Written Performance Exam must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
