The Facilities and Real Property Management Section of Finance and Information Technology Division is responsible for creating, operating and maintaining innovative spaces including buildings, grounds and workplaces that support delivering excellent transportation choices for San Francisco; leading the physical planning and pre-development design of buildings and grounds; managing facility space planning; providing real property-related services including acquisition, disposition, or development; managing SFMTA’s real estate portfolio and leasing of SFMTA owned facilities; delivering janitorial services, completion of routine work order requests; managing staff relocations and the maintenance of structures, utilities, mechanical and electrical systems to ensure that SFMTA’s Campus – including buildings and grounds in San Francisco and Daly City – are safe, secure and optimized work environments.

The Maintenance of Way section of the SFMTA Transit Division directly oversees fixed guideway infrastructure to ensure smooth and safe operations of our rail, streetcar, cable car and trolley-bus lines. MOW units include Digital Maintenance, Track Maintenance, Signal Maintenance, Maintenance Engineering, Mechanical Systems, Cable Car Track and Propulsion, Overhead Lines and Motive Power. Together these teams directly support four of the five SFMTA transit modes including cable car, trolley bus, light rail, and historic streetcar. The mission of the SFMTA Transit Division is to provide safe, reliable, clean, efficient, accessible, and convenient public transportation to any destination in San Francisco. The Maintenance of Way section works collaboratively with other SFMTA divisions and other city departments.

Role description

Facilities and Real Property Management Section:
Under general supervision, the Maintenance Manager supervises a staff of subordinate personnel engaged in maintenance and repair planning or craft activities for multiple large buildings and grounds; assists in developing policies and procedures relating to maintenance and construction planning and operations; assists with budget preparations and performs related duties as assigned on over 29 major SFMTA facilities, 37 operator restrooms, 9 Subway Stations, and 24 Substations.

Maintenance of Way (MOW) Section:
Under general direction of the Chief Maintenance Officer, the Maintenance Manager, plans, manages, supervises, develops, and conducts important, difficult, complex, and sensitive analytical work that has substantive impact on MOW operations in the areas of safety, compliance, and asset management. The manager will make recommendations to solve complex challenges in identifying new opportunities using a combination of analytical skills, project management, and maintenance expertise; ensures compliance and provides responses to regulators; tracks state of good repair initiatives; central to audits; post incident resolutions; and provides input on fixed guideway capital needs. The Maintenance Manager has oversight of all MOW assets and supervises Maintenance Planners and staff maintaining infrastructure inventory using an enterprise asset management system.

Essential duties include:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.

  1. Assists in the preparation of maintenance and repair objectives, policies, and procedures.
  2. Ensures that maintenance, repair, and operations are performed in accordance with approved policies and practices; confers with craft supervisors and maintenance planners regarding technical problems; reviews and prepares various control reports regarding project status, work projections, maintenance procedures and material use; visits work sites to ensure efficient and effective use of time, material, and equipment.
  3. Assists in developing, implementing, and revising an on-going deferred maintenance program; assists in compiling information for the annual division budget.
  4. Supervises personnel engaged in emergency maintenance dispatch and the preparation of labor, materials, and equipment estimates; assigns and reviews work; ensures subordinates development and advancement through effective use of training and employee development programs.
  5. Coordinates the completion of maintenance and repair projects, and investigates, resolves, and responds to complaints; confers with site administrators, division heads, craft supervisors, vendors, and contractors; prepares correspondence regarding complaints.
  6. Develops and enforces work standards and guidelines to be applied in maintenance planning; researches and analyzes existing documentation and newly developed techniques, prepares formal standards and procedures manuals.
  7. Directs the work of subordinate craft supervisors and workers engaged in maintenance and repair activities; assigns, reviews and approves work; evaluates the performance of subordinates; resolves craft jurisdictional disputes.
  8. Investigates improved maintenance methods, materials, supplies, and tools; makes recommendations regarding changes to improve work productivity.
  9. Performs related duties and responsibilities as assigned.

Nature of Work: This position requires that you operate a motor vehicle. May also require working on evenings, nights, weekends and holidays as needed.

How to qualify

  1. Four (4) years of experience supervising skilled craft workers engaged in maintenance and repair of buildings and grounds; AND
  2. Possession of a valid driver license (must possess a valid driver license at the time of appointment)

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:
The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Good interpersonal skills.
  • Strong oral and written communications skills.
  • Experience in using the Enterprise Asset Management System (EAMS) and a Computerized Maintenance Management System (CMMS).
  • Experience in maintaining the infrastructure of transportation services.
  • Experience in working varying shifts (day, swing, midnight) to safely support the 24/7 operations and maintenance of the physical properties, machinery, equipment, mechanical and electrical systems, and other pertinent elements that supports train/bus operations.

SELECTION PROCESS:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Basic Supervisory Written Examination (Weight: 40%)
Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice examination that is designed to measure basic knowledge of various supervisory practices and procedures (e.g. directing, counseling, guiding, evaluating, motivating, disciplining, developing and training subordinates, delegation, etc.) as well as customer service and reading comprehension.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

The examination is administered via computer or in paper format.  Qualified candidates will be notified of the particular format to be used in their test appointment notification.

The score you achieve on this examination shall be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Only those applicants who pass the Basic Supervisory Written Examination will receive a score on the Supplemental Questionnaire.

Training and Experience Evaluation (Weight: 60%)
Candidates who pass the Basic Supervisory Written examination will be sent a Supplemental Questionnaire via email. The Supplemental Questionnaire is designed to measure knowledge, skills and/or abilities in job-related areas. It is important that the information provided on the supplemental questionnaire be accurate and complete. All relevant experience, education, and/or training must be included in the application to be reviewed during the scoring process. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. All statements made on the application materials are subject to verification.

Candidates must achieve a passing score on all exam components listed above in order to be placed on the eligible list/score report.

What else should I know?

Eligible List/Score Report
A confidential eligible list of qualifying candidates will be created and used for certification purposes only. A score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this selection process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
