About:

The San Francisco Department of Public Health (SFDPH) has the mission to protect and promote the health of all San Franciscans.

We are seeking to fill two Class 2114 positions across multiple teams within the Department of Public Health: One position supports the Office of Compliance and Privacy Affairs (OCPA) Behavioral Health Services (BHS) Compliance Unit (functioning as a Compliance Auditor). The other position supports the San Francisco Health Network's Health Information Services division as a Medical Records Technician Supervisor.

Role description

Under general direction, this position will supervise multiple complex areas the unit ensuring efficient daily operations. The essential job functions include the following:

  • Analyzes, reviews and audits medical record documentation for compliance with established policies, regulations and laws. Monitors and confirms revisions/corrective actions of health records by staff;
  • Assists in the training and supervision of assigned clerical and technical personnel; including development of staff training materials, standard work protocols, and policies and procedures that serve to ensure consistency in the review, analysis and reporting of medical record compliance; 
  • Consult, communicate and guide medical, psychosocial, and administrative staff (and other personnel) to obtain, review/analyze, correct and manage chart documentation/ ensure up-to-date accurate medical records.
  • Implements review protocols to evaluate and abstract information from medical records for the preparation of summary reports to managers, executives and/or official agencies requesting medical information on patients. 
  • Maintains statistical records on special studies; prepares narrative, statistical and graphic reports from across continuum of care.
  • Assists medical staff in compiling data for research projects.
  • When required, takes clinical records to court, attests to their authenticity and accuracy and assumes responsibility for the return of such records.
  • Maintains awareness and knowledge of current standards and policies as they relate to Health Information Management and Revenue Cycle
  • Performs other related duties as assigned.

How to qualify

Minimum Qualifications (required):

Experience: Two (2) years of experience equivalent to the level of City and County of San Francisco class 2112 Medical Records Technician, within the last five (5) years; AND

License and Certification: Possession of a valid Registered Health Information Technician (RHIT) Certification.

Substitution: Possession of a valid Registered Health Information Administrator (RHIA) Certification may substitute for one (1) year of the required experience and the RHIT certification.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): This Minimum Qualification Supplemental Questionnaire is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The Minimum Qualification Supplemental Questionnaire will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Examination: (Weight = 100%): Qualified candidates will be sent a Supplemental Questionnaire (SQ) exam that must be completed by the set date. Candidates will be evaluated on their relative knowledge, skill and ability levels in job-related areas. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List. Candidate responses on the Supplemental Questionnaire cannot be changed once submitted. Candidates will be placed in rank order according to their final score on the SQ. 

Supplemental Questionnaire will be evaluated in relations to the knowledge, skills and abilities required for this class which may include, but are not limited to: Knowledge or chart analysis and data abstraction; Knowledge of coding procedures; Knowledge of clerical procedures; Knowledge of medical and pharmaceutical terminology; Knowledge of legal provisions governing medical record practices; Knowledge of problem-solving process; Decision-making ability; Knowledge of supervisory practices; Ability to read and write ; Oral communication ability; Ability to operate a standard computer keyboard

Eligible List: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible lists, shall not be made public unless required by law. However, an eligible list shall be made available to public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions. The department may administer additional position-specific selection procedures to make final hiring decisions.
