The Office of the Controller’s vision is to be a model for good government and to make the City a better place. The City Services Auditor (CSA) division, created by a voter- approved City Charter amendment, seeks to improve public service delivery and promote efficient, effective, and accountable government.

Charter Appendix F grants CSA broad authority to:

  • Report on the level and effectiveness of San Francisco’s public services and benchmark the City to other public agencies and jurisdictions.
  • Ensure the financial integrity and improve the overall performance and efficiency of city government.
  • Conduct financial and performance audits of city departments, contractors, and functions to assess efficiency and effectiveness of processes and services.
  • Operate a whistleblower hotline and website and investigate reports of waste, fraud, and abuse of city resources.

CSA performs many important services for city government and is comprised of two divisions:

Audits: provides an independent, risk-based assessment of the City’s over $13 billion budget for its host of major public service offerings, infrastructure, suppliers, contractors and community-based organizations. Audits staff has expertise in capital project and contractor auditing, data analytics, investigations, evaluating network and information technology (IT) system security, and auditing compliance with financial and operational requirements and leading practices.

City Performance: provides financial and operational analysis, process improvement, performance reporting, program evaluation, and other work to help city agencies improve public services. City performance procures expert professional services where needed and manages technical and consultant contracts efficiently on behalf of other city departments.

Role description

CSA’s Audits division has actively and successfully assisted the Controller in fulfilling its mission by providing best in class audit services that assist City leadership in making strategic decisions to improve the economy, efficiency, and effectiveness of government services. In the past six years, the audit organization has:

  • Received  national awards from the Association of Local Government Auditors recognizing the quality of audits and the impacts of how the audits have shaped city policies.
  • Passed (without deficiencies) the triennial peer review required by Generally Accepted Government Auditing Standards in 2011, 2014, 2017, and 2021.
  • Issued hundreds of recommendations, with a citywide recommendation implementation rate of over 90 percent.
  • Developed and successfully implemented mission-critical audit programs, including those related to construction and capital programs, IT and cybersecurity auditing, nonprofit and homelessness, public integrity, and various citywide key business processes and risk areas.
  • Successfully managed a highly-regarded Whistleblower Program that receives, investigates, and/or refers hundreds of complaints per year, and, on an average, sustains about 20 to 30 percent of those complaints.

CSA Audits Division’s 1830 Performance Analyst III - Lead Audit Manager positions are responsible for leading and performing difficult, complex and sensitive analytical work that has a substantive impact on the activities, deliverables, and operations of the Controller’s Audits Division. This will include, but is not limited to:

Audits & Program Management

  • Leads all phases of audits, reviews, assessments, and investigations including planning, data gathering, conducting interviews, data analysis and testing, evaluating internal controls, findings development, and report writing in accordance with office policies and professional auditing standards for audits, whistleblower program, and information technology (IT) audits and reviews.
  • Reviews staff’s written work and deliverables for completeness, technical and grammatical accuracy, clarity, organization, content, and tone, and to ensure that project objectives and professional standards are met.
  • Manages and coordinates with contractors, including developing, monitoring, and reviewing consultant project deliverables and contracts.
  • Orally presents audits, project results, status, and other related information at public hearings and to a variety of audiences.

Audits Organization Management

  • Serves as subject matter expert for at least one department or program area including complex aspects of City risks, operations, and activities.
  • Collaborates and maintains close contact with Director and other managers regarding project progress and problems and other concerns that could affect the organization.
  • Leads staff recruitment and selection. Interacts regularly with stakeholders to obtain feedback and ascertain ways to improve audit processes and results. Maintains an appropriate level of confidentiality and sensitivity.
  • Performs other related duties and responsibilities as required.

Divisional Leadership

  • Supervises, coaches, mentors, trains, and evaluates Auditor I/II/III, analytical and/or administrative support staff.
  • Identify needed organizational improvements and lead and/or participate in organizational development initiatives. Maintains appropriate involvement in division oversight, decision making and problem solving.
  • Leads and assists in development of work plans, policies and procedures and organizational efforts, including identifying audit priorities and coordinating projects to ensure effective division practices.
  • Builds and fosters highly creative teams that are cohesive, collaborative and able to perform at levels commensurate with the organization’s strategic objectives.
  • Builds and maintains relationships with City leadership, department management and staff, and stakeholders to achieve maximum effectiveness and gain their trust and respect.

Positions are in the Controller’s Office only. Projects may be temporarily assigned outside of the normal work schedule or work location.

How to qualify

MINIMUM QUALIFICATIONS

Education: Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Experience: Five (5) years of experience performing complex policy analysis, project management, public administration, or related consulting; functional understanding of local government operations.

Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for two (2) years of the required experience.

  • Four (4) years of verifiable experience performing compliance, financial, forensic, performance or benchmarking audits.
  • Four (4) years of verifiable experience using audit standards throughout the audit process to support key finds, recommendation and opinions contained in audit reports.

SELECTION PROCEDURE:

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet the minimum qualifications will be emailed the Supplemental Questionnaire Examination at a later date. The Supplemental Questionnaire Examination is designed to measure knowledge, skills and/or abilities in job-related areas which may include, but not be limited to: knowledge of auditing standards and procedures; critical thinking and analytical ability; skills in computer applications; written communication skills; interpersonal communication skills; organizational, time management and project management skills; leadership ability and ability to identify risks to the organization. A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process. Candidates who do not respond to the Supplemental Questionnaire by the deadline provided will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process.

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
