There are currently two temporary vacancies, one vacancy in each unit: Human Resources Administration and Human Resources Operations. Descriptions of each unit are below.

Role description

Under direction, the Senior Human Resources Clerk performs difficult, responsible, and specialized clerical duties in connection with Human Resources matters. The essential functions of this job include: processing human resources transactions; processing position requisitions; compiling and analyzing data for reports; creating and updating employee files; responding to inquiries, training clerical staff; processing and scheduling appointments; may be assigned to supervise clerical staff. The Senior Human Resources Clerk works directly with the public, departments, and employees concerning various human resources related matters.

Human Resources Administration

Under direction, this position will perform difficult and complex clerical duties in connection with human resources matters in the Human Resources Administration unit of the Human Resources Division at HSA. The incumbent will be responsible for scheduling meetings, keeping calendars up-to-date, conducting and coordinating projects, filing documents, setting up orders and following up on office equipment, office supply and IT requests; as well as coordinating office moves and keeping updated staff seating maps, maintain a professional and positive work environment and performing other duties as assigned.

Human Resources Operations

Under direction, this position will perform difficult and complex clerical duties in connection with human resources matters in the Human Resources Operations unit of the Human Resources Division at HSA. This unit is responsible for position control functions, hiring and selection and on-boarding activities; providing consultation and support for departmental managers and supervisors on human resources-related issues; as well as to employees, job seekers, and other City and County of San Francisco departments and agencies.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Processes human resources transactions for new hires, separations, reassignments, referrals and other related matters; ensures that all transactions are initiated timely, and that accurate records are posted and maintained.
  2. Processes position requisitions by entering information into system, including budget informing and updating position control for consistency.
  3. Compiles and analyzes data for reports concerning employee status, probationary periods, payroll activities, certifications, job referrals, position control, budget, salary increases, performance appraisal, and other matters.
  4. Creates and updates employee files on appointment data, employment changes, verification of employment, payroll data, leaves, probationary periods, retirements, benefits, photo identification, and other relevant information to ensure that accurate information is kept on employee files.
  5. Responds to inquiries from different stakeholders regarding various human resources related matters, such as payroll, employee benefits, leaves of absence, etc.
  6. Trains clerical staff to properly complete relevant documents in order to ensure that correct procedures, rules, policies and regulations are utilized.
  7. May supervise clerical staff engaged in the preparation and maintenance of confidential documents, and files to ensure that established personnel related procedures are followed.
  8. Processes and schedules appointments for medical, fingerprinting, drug testing, employment verification, background check, and driver’s license renewals to ensure that employee’s records are completed and updated.

How to qualify

Experience: Two (2) years of verifiable experience maintaining personnel records and generating reports equivalent to the duties of City and County of San Francisco class 1202 Personnel Clerk.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
