The Equity and Organizational Development Partner will be an important member of Department of Human Resources' (DHR) new Diversity, Equity, Inclusion, and Belonging (DEIB) work unit within the Workforce Development Division. This position will report directly to DHR’s Diversity, Equity, Inclusion, and Belonging Manager, and will support the DEIB Unit’s efforts to develop and scale strategies to strengthen positive, respectful, fair, and equitable workplace culture.  In collaboration with City department partners, this position will implement organizational development strategies to improve employee experience, retention rate, and advancement of employees of color and other underrepresented populations within the City workforce. One of the primary responsibilities will be supporting DHR’s work with the Dream Keeper Initiative. Mayor Breed’s Dream Keeper Initiative is a multi-faceted racial equity initiative that invests $60 million annually into programs to advance prosperity for San Francisco’s diverse Black communities. This position will  support the success and career advancement of up to 30 City employees hired by 7 different City departments to lead projects and services aligned to the goals of the Dream Keeper Initiative. This position will partner with City departments  to implement organizational development strategies that will improve the workplace experiences of the employees funded by the Dream Keeper Initiative, in addition to other underrepresented groups of employees in the City.

Role description

Working in collaboration with Workforce Development Division colleagues and City department partners, your job duties will include, but are not limited to, the following:   

Dream Keeper Initiative:

  • Co-facilitate quarterly Dream Keeper cohort meetings; provide individualized coaching and mentoring support to employees, and provide appropriate follow-up, as needed, on any issues of concern.
  • Provide employees with career development advising and support; assist employees in mapping their career journey within the City workforce; actively support employees in identifying PCS employment opportunities; identify training and upskilling opportunities for employees to prepare them to compete for permanent City employment opportunities
  • Facilitate meetings and coaching conversations with supervisors on topics including equitable supervision and positive workplace culture.
  • Participate in and support collaborative meetings and partnership efforts with key stakeholders in the Dream Keeper Initiative, including Human Rights Commission and department partners. Participate in Dream Keeper Initiative community meetings, partner meetings, and events convened by the Human Rights Commission in support of this initiative.
  • Create data reports to summarize efforts and impact, and highlight program successes and challenges to program stakeholders, leaders, and the community. Document promising practices, program challenges and successes, and lessons learned from the Dream Keeper initiative, with the goal of scaling best practices and effective strategies across the City.

Citywide Efforts:

  • Conduct needs assessments and collect and analyze data, including employee engagement survey results, to target organizational development efforts.
  • Partner with City department partners to develop and implement organizational development strategies to improve employee experience and strengthen workplace culture.  
  • In collaboration with Learning and Development colleagues, develop and facilitate trainings, discussion forums, speaker series, and/or other citywide learning opportunities to promote equity in the workplace;
  • Provide coaching and facilitate trainings for supervisors and managers to strengthen equitable leadership practices.
  • Coordinate and provide mentoring supports and cohort support to underrepresented City employees
  • Develop, promote, coordinate, and assess the impact of citywide employee resource groups 
  • Support program implementation of the Citywide Peer Mediation Program or other programs to support positive workplace culture
  • Collaborate with Workforce Division colleagues and actively support existing efforts including:   diversity recruitment efforts to increase access to City employment for diverse, qualified community members, and career development programming to promote the career advancement of underrepresented populations within the City workforce.
  • Create data reports to summarize efforts and impact.

How to qualify

Minimum Qualifications:

  • Possession of a Bachelor's degree from an accredited college or university; AND
  • Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

SUBSTITUTION:

  • Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.
  • Possession of a Master of Arts degree may be substituted for one year of the required experience.
  • Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

Desirable Qualifications:

  • Experience implementing organizational development projects with tangible results.
  • Experience delivering trainings focused on topics of diversity, equity, and inclusion.
