Key Objectives of Capital Programs and Construction (CP&C):
- To provide services that support the implementation of SFMTA’s Strategic Plan goals.
- To maintain a high-quality decision-making process that delivers agreed-to project work scopes.
- To improve the City’s transportation network by completing construction projects that improve system safety/security, upgrades facility maintenance, improves communication reliability, enhances passenger comfort, and expands service.
- To maximize the use of SFMTA grant funds by evaluating project trends that supports innovative and cost-effective project solutions.
The Division is structured to provide professional services for the implementation of SFMTA’s Capital Improvement Program (CIP). Division responsibilities include design, engineering, project and contract management, contract administration, cost and schedule control, quality assurance, and procurement administration.
Role description
APPOINTMENT TYPE: Permanent-Exempt, Full Time not to exceed three (3) years. This position is excluded by the Charter from competitive Civil Service examination process and shall serve at the discretion of the appointing officer.

POSITION DESCRIPTION:
SFMTA Capital Programs and Construction Division is seeking a qualified, motivated, and progressive leader to serve as the Program Delivery Deputy Director. With the guidance and direction of the Division Director, the Program Delivery Deputy Director functions at the senior level of Division leadership and is responsible for leading the Program Delivery Section.
Responsibilities of the Position:
- Responsible for the overall delivery of quality projects on-time and within budget.
- Plans, organizes, and directs the operation of the Division’s Project Management functions and activities.
- Assists Division Director in managing and coordinating the development and implementation of Division goals, objectives, policies, and priorities.
- Assists in monitoring and evaluating the efficiency and effectiveness of the Division’s organizational structure, staffing patterns, service levels, and administrative systems; identifies and analyzes opportunities for improvements.
- Organizes efficient and action-oriented team meetings to drive progress.
- Determines the allocation of resources and service levels.
- Ensures staff has the appropriate tools to effectively deliver capital projects on-time and within budget.
- Oversees the development and implementation of capital program budgets; directs the monitoring of budget expenditures and revenues; and directs the implementation of adjustments, as necessary.
- Works closely with the Capital Grants Section to establish, administer, monitor, and coordinate the allocations of grant funds.
- Identifies potential project risks and develops mitigation strategies; determines the methodology to evaluate data, makes recommendations, and implements corrective actions.
- Confers and negotiates with various SFMTA Divisions, City departments, administrative officials of Local, Regional, State, and Federal agencies, and other groups on fiscal and operational matters.
- Interacts with groups concerned with community issues; assesses and responds to community needs; and represents the Division before the SFMTA Board, community groups, labor organizations, technical industry organizations, and the media.
- Reviews and approves staff recommendations on proposals for planning capital improvements; confers with consultants, stakeholders, key clients, and others.
- Prepares and supervises the preparation of technical and complex reports.
Nature of Work: Driving and/or extensive night or weekend work may be required. This position has a rotating schedule that requires working weekends and nights on an as-needed basis. Additionally, working in confined spaces, stooping, squatting, crawling, climbing, traveling, and exposure to noise, fumes, and inclement weather is required on an as-needed basis. This position is expected to report to the office and attend meetings in person due to the nature of the work and the need for close collaboration and coordination with coworkers, clients, and other stakeholders. It is important for the applicants to be aware of and understand this requirement in order to properly fulfill their duties in the role.
DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.
- Possesses Project Management Professional (PMP) Certification.
- California registration as a professional engineer or architect.
- Experience managing a team of more than five technical employees.
- Experience managing transit/transportation capital projects of at least $100M per year.
- Experience managing transit infrastructure projects in an urban environment.
- Experience in alternate project delivery methods.
- Experience responding to the public and Boards/Commissions.
- Experience handling difficult or sensitive personnel situations.
- Knowledge of applicable Federal, State, and Local rules and regulations.
- Ability to perform and oversee complex and difficult negotiations.
- Ability to establish and maintain effective working relationships with colleagues, staff, officials, Board members, other City departments and SFMTA Divisions, civic organizations, agencies, and the public.
- Ability to exercise administrative ingenuity and integrity, and independent analysis in decision making.
- Ability to present complex facts clearly and concisely orally and in writing; and prepare and present comprehensive reports.
- Exceptional interpersonal skills and understanding of team dynamics. Ability to influence, coach, and motivate teams and create an inclusive environment.
- Experience working on Diversity, Equity & Inclusion (DEI) initiatives.
- Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
How to qualify
Minimum Qualifications:
- Bachelor's Degree in architecture, engineering, or planning plus eight (8) years of responsible architectural, engineering or construction management experience, OR
- Bachelor's Degree in another field plus ten (10) years of responsible experience in a field directly related to the project, OR
- Twelve (12) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
- Valid California registration as professional engineer or architect, plus four (4) years of project coordination experience for major architectural, engineering or construction projects.
Notes:
- Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted.
- One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
