The San Francisco Department of Human Resource's Employee Relations Division is accepting applications for a full-time Permanent Exempt (PEX) 1842 Management Assistant to serve as the Collective Bargaining Coordinator.

Role description

The general duties and responsibilities of this position are to act as the Collective Bargaining Coordinator under the direction of the Employee Relations Division (ERD) Director in preparation for and during the upcoming MOU bargaining cycle and manages the grievance administration process. Duties of this position include but are not limited to:

  • Regularly communicates with all stakeholders (the City’s unions, bargaining teams, mediators/arbitrators) in the negotiation process regarding the bargaining session, mediation/arbitration matters, release time requests, grievances, and other related matters, while maintaining the master scheduling calendar.
  • Provides logistical support during bargaining such as procuring office supplies, scheduling team meetings, reserving and setting up conferences rooms;
  • Assists in finalizing all MOUs and filing with the Board of Supervisors;
  • Coordinates grievance administration for the ERD team; logs in and assigns new grievances;
  • Responds to inquiries on grievances and interfaces with City Attorney's Office;
  • Maintains the grievance, settlement, and arbitration databases for reporting and evaluation;
  • Processes settlement agreements, route for signatures;
  • Maintains ERD electronic files and ERD file room, bargaining files upon completion of negotiations, DHR ERD webpage and E-Library;
  • Maintains both union contact lists and internal contact lists;
  • Manages the ERD general inbox, maintains department phone line/voicemails and U.S. Mail;
  • Responsible for reporting ERD performance measures;
  • Manages expedited arbitration calendar and coordinate schedule with arbitrators;
  • Assists vendors with the City vendor approval process;
  • Assists ERD Director with creating bargaining budget and performing research in bargaining histories;
  • Processes all invoices related to outside negotiators, mediators/arbitrators, court reporters;
  • Participates in ERD senior staff meetings, evaluates current procedures and policies;
  • Provides administrative and clerical support to the Employee Relations Division and the Employee Relations Director.

How to qualify

Minimum Qualifications:

1. Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND

2. One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. . One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
