Appointment Type: This is a Permanent Exempt (PEX), Full-Time position with an anticipated duration of up to three (3) years. This position is excluded by the Charter from the competitive civil service examination process and incumbents are considered “at will” and shall serve at the discretion of the Appointing Officer.

Product Management:

The Product Management team manages many of the Department’s technology products, oversees major technology projects, and leads business process optimization initiatives at the Office of the Treasurer and Tax Collector.  The team works to ensure synchronicity among policy, process, and technology for the Department.  The team spans many activities, from strategic to tactical, and provides important cross-functional leadership, including guidance and product support to ensure efficient day-to-day operations.  The team’s robust product portfolio includes the Department’s online applications, such as the payment portals, tax filing applications, and taxpayer account management tools.

Working both with the internal IT team and external vendors, the Product Management team delivers resources that enable other Department sections to operate at peak efficiency and effectiveness, facilitating revenue collection of over $1 billion annually, supporting the mission of the Department, and maintaining the Department’s reputation as a technology leader within the City.  The team collaborates with other City departments to support good government and implement legislation through cross-departmental projects and products.  Product Management prioritizes fostering a team culture of collaboration, trust, support, and excellence.

The Senior IS Business Analyst (Senior Product Analyst) will manage software application products, consult on major Department applications, and project manage of a variety of department initiatives. The position will ensure the successful planning, execution, and management of project deliverables as well as manage the ongoing ownership of software products and the associated processes. The position requires excellent and proven product management skills and strong business analysis in order to optimize existing products and practices and identify new opportunities. A successful candidate will be flexible, navigate changing priorities, be a proactive self-starter, enjoy collaborating with a diverse set of users including engineers, non-technical end users, constituents, and executives, and enjoy problem solving.

Essential Functions

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code, class, and are not intended to be an inclusive list.


  • Manages software products; develops and implements modifications as necessary; maintains records of system documentation and user manuals to describe application installation and operating procedures.
  • Monitors dependencies across inter-related business processes and technical projects. Effectively communicates status of individual projects and broader assigned portfolio to team, manager, and senior managers.
  • Leads staff to create inclusive team approaches to projects and provides guidance, leadership development and direction.
  • Establishes and maintains healthy relationships with stakeholders and serves as a point of contact and expert on products in order to make recommendations that align with the department mission to meet user needs and facilitate tax compliance.
  • Collaborates with manager, IT director and senior manager to contribute to the definition, development, implementation, and maintenance of the business process improvement methodology.
  • Researches, tests, and evaluates modern technologies.
  • Assist in the management of partners for optimal efficiency in operations, systems, and associated costs (including but not limited to: RFP management, contract negotiations, analysis of statements, cost modeling, and performance reviews).
  • Operational tasks include organizing UAT; rollout documentation and user manuals; strategy meeting management; schedule development and management; performance management and escalation.
  • Performs other related duties and responsibilities as assigned.

How to qualify

Minimum Qualifications


An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field].


Three (3) years in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.


Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Working Conditions

The Essential Functions require the following physical skills: ability to work in a standard office environment, which may involve prolonged sitting, bending, telephone usage and engage in the repetitive motions involved in accessing databases, searching the internet, preparing reports and written communications and the use of other office equipment, and interacting with internal and external stakeholders in person and remotely.

Work Hours

Incumbent must work a 40-hour week within Department’s office hours.  This position supports hybrid remote work. Employees may be permitted to work a hybrid schedule with supervisor’s approval, after which they must work at least two days in the office every week.
