About:

This position manages the day-to-day of the HOPE SF initiative-wide strategies and workplan that advance resident and communitywide wealth building, economic advancement and economic inclusion. The San Francisco Foundation, City departments and other members of the senior management team to advance organizational objectives and broaden the impact of the HOPE SF Initiative’s programming, services and goals that benefit the residents of HOPE SF. The position is one of core team of subject matter leads that include health, education, community development policy, community engagement and program evaluation and reports to the Executive Director of HOPE SF.

HOPE SF is a division of the Mayor’s Office of Housing and Community Development.

HOPE SF was created as the nation’s first large-scale public housing transformation and reparations initiative aimed at connecting community to power through the combination of housing, networks, and trauma-informed supportive services. HOPE SF has a vision of a San Francisco where race and place are not barriers to economic prosperity and social mobility grounded in the following principles.

  • Results Based through Data and Innovation: we assess all resource allocations and strategic interventions according to results-based accountability (“RBA”), tying our efforts to performance measures, rigorous evaluation, and short- and longer-term outcomes

Role description

Specific Duties of this role will include:

Identity opportunities and barriers to the implementation of economic opportunity and wealth building and goals and strategies as detailed in the Partnership for HOPE SF Strategic Framework.  Work with HOPE SF Director, community partnership directors, and outreach and evaluation associates to develop annual and ongoing priorities to implement strategies and monitor and evaluate impact.

Serve as HOPE SF initiative lead to the Office of Financial Empowerment and other city agencies that sponsor financial assistance programs to ensure the all eligible residents in HOPE SF developments are enrolled in city sponsored programs.

Serve as the HOPE SF initiative lead to city workforce and economic development programs and on site service providers to support placement of residents in construction, services and retail employment. Identify opportunities and barriers for connecting residents to employment at businesses and institutions throughout the city.

Serve as HOPE SF initiative lead in the development of community wealth and reinvestment strategies that can be used to inform retail recruitment, small business development and mobilization of private and philanthropic capital to sustain a resident centered and resident serving economic ecosystem on HOPE SF sites and in the adjacent neighborhoods.

Manage a cross-sector action group of local leaders and residents from the HOPE SF communities, government, philanthropy, non-profit, and business to serve as a strategic planning committee that co-creates individual, household, and community wealth building strategies to benefit residents.

Represent HOPE SF with a variety of stakeholders including residents, community organizations, and philanthropic partners.  Work with housing authority, property managers and service providers on direct community engagement when needed to advance housing and community stability priorities.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice;

Substitution:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

The strongest candidates will have:

  • Strong proficiency in the field of community economic development
  • Strong ability to work cross sector, in particular clear of understanding of the relationship between improved economic opportunity outcomes, and health and education outcomes
  • A deep knowledge of community engagement tools and methods with low income communities of color
  • Expertise in developing, implementing culturally responsive programs in a collaborative manner;
  • Strong project management skills
  • Proficiency in Microsoft Office suite (Office, Excel, PowerPoint) and ability to organize and synthesize qualitative and quantitative data for presentations.

Desired characteristics

  • Existing relationships with HOPE SF stakeholders, understanding of Citywide systems, demographic trends, and experience in supporting low-income families of color in navigating resources and systems within the City and County of San Francisco;
  • Experience and success with effective communication and presentations to large groups A proven track record of partnerships with and strategy development with philanthropy and the private sector
  • Experience in impact evaluation
