Position Summary Overview
This position manages the day-to-day of the HOPE SF initiative-wide strategies and workplan that advance outcomes in the areas of Early Care and Education; Out of School Time; Educational Supports; Enrichment, Leadership and Skill Building; Justice Services; Youth Workforce Development, Mentorship; Emotional Well-Being and Family Empowerment.
City departments, the San Francisco Foundation and key community service and community development organization collaborate through the Partnership for HOPE SF to advance organizational objectives and broaden the impact of the HOPE SF Initiative’s programming, services and goals that benefit the residents living in HOPE SF communities. The position is one of core team of subject matter leads that include health, economic advancement, community development policy, community engagement and program evaluation and reports to the Executive Director of HOPE SF and is based in the Mayor’s Office of Housing and Community Development.

HOPE SF was created as the nation’s first large-scale public housing transformation and reparations initiative aimed at connecting community to power through the combination of housing, networks, and trauma-informed supportive services. HOPE SF has a vision of a San Francisco where race and place are not barriers to economic prosperity and social mobility grounded in the following principles.

- Driven by Targeted Universalism and Racial Equity: We assess the proposed impact of any proposed policy or strategy on the social determinants of well-being, disaggregating data by race, and looking at each community separately to identify the factors that influence outcomes for a given demographic; and
- Results Based through Data and Innovation: we assess all resource allocations and strategic interventions according to results-based accountability (“RBA”), tying our efforts to performance measures, rigorous evaluation, and short- and longer-term outcomes.
Role description
Specific Duties of this roll will include:
Identity opportunities and barriers to the implementation of education access and achievement, in school and out of school as detailed in the Partnership for HOPE SF Strategic Framework. Work with HOPE SF Director, community partnership directors, and outreach and evaluation associates to develop annual and ongoing priorities to implement strategies and monitor and evaluate impact.
Serve as HOPE SF initiative lead to Department of Children, Youth and their Families and other city agencies that invest in and manage youth serving programs to maximize residents who live in HOPE SF developments participation track individual and community level strategic outcomes.
Serve as the HOPE SF initiative lead to San Francisco Unified School District and to local schools in supporting resident partnerships, joint programming and outreach, connecting residents to youth development and in school and out of school programming throughout the city.
Serve as HOPE SF initiative lead to HOPE SF service providers to ensure responsive resident serving programming, of alignment of education and youth serving programs with other city and SFUSD programs.
Manage a cross-sector action group of local leaders and residents from the HOPE SF communities, government, philanthropy, non-profit, and community-based organizations.
Manage interagency data sharing agreements and collaborate with San Francisco Foundation and Mayor’s Office of Housing and Community Development impact evaluation teams.
Represent HOPE SF with a variety of stakeholders including residents, community organizations, and philanthropic partners. Work with housing authority, property managers and service providers on direct community engagement when needed to advance housing and community stability priorities.
How to qualify
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice;
Substitution:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
The strongest candidates will have:
- Possession of a Bachelor degree with major coursework in the social sciences, education, public or business administration, public policy, urban studies, economics, or closely related field. AND
- Three (3) years of professional experience working with programs and services with a focus on children, youth, and their families.
- Knowledge of youth development principles and best practices as well as familiarity with youth serving organizations throughout San Francisco.
- Familiarity with nonprofit organizational structures related to programmatic and administrative management.
- Ability to collaborate and partner with a range of organizations including city departments and community-based organizations.
Strong ability to work cross sector, in particular clear of understanding of the relationship between improved economic opportunity outcomes, and health and education outcomes - A deep knowledge of community engagement tools and methods with low income communities of color
- Expertise in developing, implementing culturally responsive programs in a collaborative manner;
