Role description
The San Francisco Public Utilities Commission (SFPUC) is looking for an agile, dynamic, smart, and skilled senior-level business analyst to integrate with current Maximo Support Team Operations and is excited about enhancing, developing, and integrating new innovative business solutions for both the desktop and mobile Maximo platforms. Under the general direction of an IT Project Director, the Maximo Senior Business Analyst provides system analysis, development and maintenance services related to asset management for the SFWPS, primarily for the IBM Maximo asset management system and its integration with both SFPUC and other City departments’ enterprise systems, e.g., GIS, CRM, CMMS, and data warehouse, financial and timekeeping systems.
Essential Duties:
- Facilitate & conduct business requirements gathering and analysis workshops; develop business process diagrams (BPMN 2.0) and business process/use case documentation per workshops.
- Design reports and develop intermediate to advanced level database queries.
- Interact with the users to define system requirements; test and debug systems; train the trainer on new applications.
- Provide daily operational support, including handling message reprocessing and addressing incoming service requests in a timely manner;
- Provide direct user support; troubleshoot and resolve production application, integration, and systemwide problems; assist with system administrative support as needed;
- Develop, test, and support system interfaces, mobile solutions, 3rd party applications, Maximo application customizations;
- Maintain data and operational integrity and security of systems.
- Actively participate in testing and application of software upgrades; contribute to feasibility analysis, technology and software assessments; contribute to detailed project plans and schedules.
- Perform other related duties as assigned
How to qualify
- Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]; AND
- Experience: Three (3) years of experience in the information systems field that includes system analysis, business process design, development and implementation of business application solutions, or IT project management.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Special Condition:
- Three (3) years of recent experience with developing database queries using Oracle RDBMS SQL
- Three (3) years of recent and verifiable experience in information system business process design

Desirable Qualification: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Experience in system analysis
- Experience in requirements gathering, business process analysis, and business process documentation
- Experience developing and implementing business application solutions
- Experience with IBM Maximo
- Experience with reporting tools (e.g., Cognos, BIRT)
- Experience with SQL
- Solid understanding of the EAM or APM business processes and the associated technologies to manage and deliver quality enterprise solutions utilizing IBM Maximo technologies
- Experience with planning, coordinating, and providing user training
- Experience in the water, wastewater, and/or power utility industries

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Once the application period is closed, qualified candidates will be sent a Minimum Qualification Supplemental Questionnaire (MQSQ) to complete. Failure to complete these steps by the established deadlines will result in disqualification.
Oral Exam (Weight100%)
Candidates deemed qualified will be invited to participate in an oral examination designed measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: business process design/analysis, knowledge of Maximo, SQL, Reporting tools, and analytical skills. The oral exam will be conducted online with a proctor.
Only qualified candidates of the oral exam will be notified of the exact date and time of the oral examination.
A passing score must be achieved on the oral exam in order to continue in the selection process and be placed on the eligible list. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.
Score Report/Eligible List
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
