Role description

The Learning and Organizational Development Partner (Job Code: 1232) is an integral member of the Learning & Organizational Development (L&OD) team within the Office of the City Administrator (ADM). In partnership with L&OD and ADM colleagues, the L&OD Partner will develop and facilitate workshops to promote equity, leadership and professional development, and positive work culture across the varied ADM divisions. Your focus will be to constantly advance ADM’s professional development programming by researching and implementing industry best practices, soliciting feedback, and measuring learning outcomes. You will endeavor to make learning experiences relevant, engaging, and actionable. The programs you will contribute to are essential to our vision of a workplace where everyone belongs, and to our commitment to delivering an equitable and inspirational employee experience.

Examples of Important and Essential Duties:

  • Designs, develops, and delivers learning programs; facilitates workshops based on stakeholder needs, and with the focus of organizational growth.
  • Conducts learning programs that include, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities.
  • Incorporates diversity, equity, inclusion, and belonging concepts into training design, and reinforces during delivery.
  • Explores leading edge content and design/delivery concepts to provide innovative high-quality, cost-effective skills building.
  • Promotes, and markets learning programs via multiple communication channels highlighting learning outcomes and encouraging enrollments.
  • Manages stakeholder communication, establishing rapport, building departmental relationships, and generating shared clarity of developmental needs.
  • Uses technology to enhance learning outcomes, produce content, collect feedback, connect teams, and communicate L&OD information.
  • Analyzes and acts upon feedback to continually improve L&OD learning outcomes using data and reports to drive clear strategies.
  • Provides coaching and consulting to managers, supervisors, and employees on a variety of issues.
  • Performs related duties as required.

Note: Essential duties require the following physical skills and work environment: ability to stand for a prolonged period of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

How to qualify

Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university.

AND

2. Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

SUBSTITUTION: 

1. Additional experience as described above may be substituted for the required education on a year-for-year basis.  Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.

2. Possession of a Master of Arts degree may be substituted for one year of the required experience.

3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

Note(s):

  • One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience designing and delivering comprehensive learning programs including management and leadership programs.
  • Experience incorporating diversity, equity, inclusion, and belonging content into workshop design.
  • Attainment of multiple certifications related to assessments and adult learning models.
  • Experience with project management and change management skills.
  • Experience using multiple technologies that enable organizational learning.
  • Ability to analyze data and translate it into meaningful recommendations.
  • Excellent analytical, communication, and computer skills (Microsoft Office Suite).

Selection Procedure/Examination Requirements
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Examination (Weight 100%):
Candidates deemed to meet the minimum qualifications will be invited to participate in written examination evaluation designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to, knowledge of principles of adult learning; ability to: research/data collection problem solve, give presentations, facilitate/coach, manage group process, develop and design training, plan and coordinate, use training technology and computers, establish and maintain effective working relationships, and speak and write in a clear and effective manner. A passing score must be achieved on the supplemental questionnaire in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
