THE HUMAN SERVICES AGENCY (HSA) HAS MULTIPLE VACANCIES FOR THE 2917 PROGRAM SUPPORT ANALYST POSITION.

THIS ANNOUNCEMENT WILL BE USED TO FILL PROGRAMS WITHIN THE HUMAN SERVICES AGENCY (HSA).

The Job Description section below describes the different programs and primary functions of the Program Support Analyst.

This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Role description

Under general direction, the Program Support Analyst performs a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinates assigned functions and activities among department divisions; and provides highly responsible administrative staff assistance to the assigned executive staff.

Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Provides highly responsible administrative staff assistance including the conducting of specific, comprehensive analyses of a wide range of policies involving organization, procedures, finance and services.
  2. Supervises and participates in the administrative activities of the assigned department; evaluates the need for and develops procedures, methods and schedules; approves the purchase of supplies, equipment, process payments and other accounts payable requests.
  3. Provides technical and administrative assistance to the assigned management staff; develops, prepares and presents reports, surveys and other administrative activities.
  4. Participates in a variety of complex and detailed programmatic responsibilities involving problem solving.
  5. Acts as representative of the assigned division for internal and outside meetings, committees and commissions; prepares presentations; may act as program spokesperson to the local media.
  6. May directly supervise functions as assigned.
  7. Recommends goals and objectives; assists in the development of and implements policies and procedures.
  8. Directs, oversees and participates in the development of the assigned work plan, work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
  9. May participate in recruitment and selection of staff, develops selection tools; serves on interview panels and recommends appointment of personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures; recommends employee terminations.
  10. May prepare the assigned program’s budget; monitors and approves budgetary transactions on an ongoing basis; forecast additional funds needed for staffing, equipment, materials and supplies; administers the approved budget.
  11. Conducts surveys and performs research and statistical analyses as requested; prepares related reports.
  12. Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Specific details regarding each Program are below:

Welfare to Work Services Division (WtWSD): The Welfare to Work Services Division includes CalWORKs, which provides temporary financial assistance and support to eligible families with (or expecting) children. Benefits include cash assistance, food, child care, and health care coverage. CalWORKs also provides job and education assistance and other services, even after leaving the program. Also included in the WtWSD is the Workforce Development Division, an employment services program for adults. This program helps create individualized plans to succeed in work, training, school, or other activities. 

Under general direction, the WtWSD Program Support Analyst performs a variety of highly complex professional duties in the planning and coordinating of the activities of the assigned program.  This position collaborates with internal and external partners that rely on HSA workforce development services and client benefits expertise.

Adult Protective Services (APS): HSA's Department of Disability and Aging Services (DAS) prevents and mitigates abuse of older people and adults with disabilities in collaboration with community providers, City programs, and criminal justice agencies.

Under general direction, the APS Program Support Analyst performs a variety of highly complex professional administrative duties in the planning and coordinating of the activities of the assigned program. Incumbents coordinate assigned functions and activities among department divisions and provide highly responsible administrative staff assistance to the assigned executive staff. Employees at this level receive only occasional instruction or assistance when new or unusual situations arise. Incumbents in this job code conduct studies and develop recommendations on systems, methods, procedures and general administrative questions and are expected to exercise considerable independent judgment in carrying out work assignments. Incumbents receive guidance and instruction on general program objectives, program regulations and interpretive guidelines.

Alignment & Guidance (A&G): The Alignment & Guidance Program supports all aspects of community outreach, engagement, and administration of other related ancillary efforts in Economic Support & Self Sufficiency (ESSS).

Under supervision of the Knowledge and Resource Manager in Alignment and Guidance, the Program Support Analyst is responsible for overseeing and coordinating the training needs of CalFresh and Medi-Cal. The analyst will work with employees at all levels to assess training needs, design and implement training and evaluate their effectiveness.

Planning: The San Francisco Human Services Agency Planning & Policy Unit is a centralized team of analysts that provide analysis, evaluation, project management, and strategic planning support across the Agency’s divisions and programs.

Under supervision of an 1824 Principal Planning Analyst, the Planning Support Analyst works independently to perform complex data and programmatic analysis, developing insightful findings and actionable recommendations for the agency’s executive leadership and program directors. The analyst coordinates project teams spanning programs to facilitate implementation of strategic initiatives and also conducts studies and evaluations to assess the effectiveness of programs in achieving goals and meeting community needs. They provide findings and information in written narrative reports, data dashboards, and presentations tailored for internal and external audiences.

In Home Supportive Services (IHSS): The IHSS program serves over 24,000 consumers and 22,000 providers. Under supervision, the Program Support Analyst may provide program contract oversight of the IHSS contract mode of service, the IHSS Public Authority, and technology vendors. The Program Support Analyst may support program managers by helping plan and adjust program operations and policies, community agencies and State and Federal agencies in order to coordinate IHSS services with the Long Term care continuum.

How to qualify

1. Education:  A Baccalaureate degree in social work, public administration, business administration or a related field;

AND

2. Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year­ for-year basis (30 semester/45 quarter units equals one year.

Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

License and Certification: Some positions require possession of a valid California driver license.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: ability to perform highly complex professional administrative duties; ability to plan and coordinate activities and programs in the Human Services Agency; ability to develop recommendations on system methods, procedures, and general administrative questions.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
