SDFPH’s Behavioral Health Services Quality Management (QM) unit includes Analytics, Quality Improvement, Quality Assurance, Regulatory Affairs, and Risk Management. The Analytics unit is responsible for evaluating the effectiveness of Mental Health San Francisco (MHSF) and Behavioral Health Services programs, measuring and reporting contracted and civil service program performance in an array of clinical and operational domains, based on local legislative mandates and/or, state and federal regulatory requirements. The Analytics unit also supports new and ongoing Quality Improvement projects with data to monitor progress toward improvement; and the team fulfills critical and routine data and reporting from managers, public health officials, city leaders, media and other external stakeholders. Central to BHS program monitoring and evaluation efforts is a focus on metrics of diversity, equity and inclusion that reveal disparities in the delivery of care for San Franciscans and commitment to greater equity and well-being.

Role description
Under the supervision of QM’s Lead MHSF Evaluator, the duties and responsibilities for the 2820 Senior Health Program Planner include:
- Participate in development of methods for analyzing, evaluating and monitoring health care delivery systems, particularly for behavioral health programs and services; evaluate program processes to determine quality, effectiveness, and efficiency of those programs
- Work with Lead MHSF Evaluator to set strategic priorities and identify gaps and opportunities for improvement
- Scope, develop, and manage requests for data, reporting, and evaluation
- Develop timelines and manage methods for tracking MHSF A&E active projects and data requests to ensure effective and timely reporting on MHSF priorities
- Lead internal and external meetings with stakeholders to solicit input on reporting priorities, review methodology, review analytic findings, and inform content development
- Develop presentations and reports for stakeholder updates and required, including MHSF Implementation Working Group meetings and MHSF leadership meetings
- Review team’s work for completeness, technical accuracy, organization, and content/tone
- Coordinate and co-lead domain communication with other citywide initiatives related to Mental Health SF (e.g., Proposition C / Our City Our Home)
- Attend meetings, representing MHSF A&E domain; assign and track follow-up
- Support recruitment, hiring, and onboarding of MHSF A&E staff, including but not limited to serving as interview panelists, supporting interview process design, and orienting new staff to domain’s work
- May perform other duties as assigned/required
How to qualify
MINIMUM QUALIFICATIONS
EDUCATION: Requires completion of a four-year college or university with a baccalaureate degree with major course work in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field.
EXPERIENCE: Requires four years of increasingly responsible experience in planning, research or evaluation for a large public or mental health department or agency; or an equivalent combination of training and experience.
SUBSTITUTION: A Master's degree in public administration, public health administration, business administration or a closely related field will be accepted for two years of the required experience.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.
DESIRABLE SKILLS
- Facilitation and stakeholder engagement (includes working with MHSF Director, Communications, Quality Management, Metrics, Analytics, and Data Integration (MADI), operational/business leads)
- Project management
- Familiarity with quantitative analyses (solid understanding of structured EHR data, data governance)
