Job description
CLASS TITLE: SENIOR HEALTH PROGRAM PLANNER CODE: 2820
CHARACTERISTICS OF THE CLASS:
Under direction, is responsible for short and long term program planning, evaluat-ing and monitoring of health care delivery systems in the Department of Public Health; develops planning policy; establishes, coordinates and finalizes the department-wide planning process and comprehensive plan for health services; provides technical direction and supervision for the Health Program Planners; prepares difficult and com-plex reports; makes recommendations to improve, modify or delete existing health programs or substantiate the need for additional health programs; and performs related duties as required.
DISTINGUISHING FEATURES:
Positions in this class report to the Deputy Director of Health, Program Planning, Development, Research and Evaluation and are responsible for establishing, evaluating and monitoring a department-wide planning process and comprehensive plan for the delivery of health services in the Department of Public Health, including institutions, public health, health centers, mental health, drug abuse and alcoholism programs. In-cumbents may either provide lead-level supervision over Health Program Planners, the journey-level classification, or work independently on a major program or project. The Health Program Planner series of classes differs from line administrative and management classifications in that the latter are responsible for program operation and the delivery of services to the community, while the Health Program Planner series of classes requires a broad technical knowledge of assigned program areas and expertise in program planning techniques.
EXAMPLES OF DUTIES:
1. Creates and establishes a department-wide planning process and plan for deliver-ing health services; integrates and coordinates all program planning activity for the department, including the development of program goals and objectives; measures progress toward planning objectives.
2. Participates in development of methods for analyzing, evaluating and monitoring health care delivery systems; evaluates program processes and the social and economic impact of existing health programs to determine quality, effectiveness and efficiency of those programs.
3. Identifies actual or potential program problems, develops corrective procedures, evaluates effect of alternative or corrective actions; prepares difficult and complex technical reports; presents conclusions and recommendations based on analysis and evaluation to management to ensure efficiency, economy and balance in the development and execution of operating programs.
4. Supervises Health Program Planners and participates in planning, analyzing and evaluating current or proposed health programs; collecting and analyzing demographic and health status data; preparing reports based on technical surveys or studies; and developing and preparing annual county plans and the integrated department-wide program plan for the delivery of health services.
MINIMUM QUALIFICATIONS:
Training and Experience: Requires completion of a four-year college or university with a baccalaureate degree with major course work in public health, public health administration, public administration, business administration, health or mental health sciences or a closely related field.

MINIMUM QUALIFICATIONS: (CONT.)
Requires four years of increasingly responsible experience in planning, research or evaluation for a large public or mental health department or agency; or an equivalent combination of training and experience. A Master's degree in public administration, public health administration, business administration or a closely related field will be accepted for two years of the required experience.
Knowledge, Abilities and Skills: Requires knowledge of health planning and systems theory; content and interrelationship of public and mental health programs; developing and evaluating complex health program plans; statistical research techniques and applications; fundamentals of data processing; methods of preparing reports; population, social, economic, and staffing trends affecting health services; basic principles of management; and accepted standards for measuring the quality of health services and their delivery.
Requires ability to: gather, analyze, organize, interpret and report data related to health program planning; develop program goals and objectives; anticipate or review and resolve problems related to program planning; speak and write effectively; develop a cooperative relationship with advisory groups; and make clear, concise recommendations for instituting, improving, modifying, deleting or continuing health programs.

Disaster service work
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
