The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of three Divisions - the San Francisco Health Network, Population Health, and Behavioral Health Services. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health services.
Role description
The Chief of Staff for Human Resources (HR) partners with the DPH HR Leadership Team to advance HR’s strategic vision to improve the delivery of programs and services for DPH employees. They will help the DPH Chief Human Resources Officer (CHRO) prepare materials for meetings and supervise hiring processes for the HR positions. They will also organize and facilitate meetings on behalf of the CHRO, as well as lead and support overall human resources projects.
Specifically, under general direction from the CHRO, the Chief of Staff for HR will:
- Manage communication to and from the CHRO’s Office.
- Attend meetings to take notes, track and monitor action items, and create presentations.
- Manage the implementation of strategic initiatives from development through execution.
- Anticipate, address, and resolve employee concerns by using strong diplomatic and problem-solving skills.
- Aid in policy development by providing senior HR leadership with insight and analysis of DPH HR operations.
- The Chief of Staff may perform other duties as assigned/required.
How to qualify
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Baccalaureate Degree from an accredited college or university; AND
EXPERIENCE: Three (3) years of verifiable professional experience in project management, program development, human resources management, data analysis, and/or statistics.
SUBSTITUTION: A Master’s Degree in Industrial/Organizational Psychology, Human Resources, Public Administration, Business Administration, Law, or a closely related field may substitute for one (1) year of the experience.
Additional qualifying work experience may be substituted for up to two years of the required education on a year for year basis (30 semester/45 quarter units equals one year).
One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

DESIRABLE QUALIFICATIONS:
- Have 5+ years of managerial experience gained through increasingly responsible positions within mid- to large-sized organizations.
- Expert knowledge of MS Office (Word, Excel, PowerPoint, SharePoint, Teams)

- Communication: Possess exceptional written and verbal communication skills to ensure information and direction are clearly conveyed. Have extensive experience presenting information to senior leadership, boards, and commissions.
- Leadership: Demonstrate effective and trustworthy leadership. Ability to lead and engage people at all levels to successfully implement initiatives. Have specialized training in organizational and operations management, strategic planning, and executive support.
- Time management: Exhibit exemplary time management skills. Utilize organization and planning expertise to ensure deadlines are met with limited direction and support.
- Problem-solving: Adept at resolving issues that arise. Ability to understand the challenge and proactively partner with stakeholders to identify and implement innovative solutions.

Selection Procedures:
Performance Exercise (Weight: 100%):
Candidates who qualify will be invited to participate in a Performance Exercise that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Strategic Planning; Communication; Conflict Management and Process Improvement.
A passing score must be achieved on the Performance Exercise to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.

The certification rule for the eligible list resulting from this examination will be the Rule of the List.
