    Role description

    There are two 5642 positions available on the Toxics Reduction and Healthy Communities team; one position serves as the Senior Commercial Toxics Reduction Coordinator and the other as the Senior Residential Toxics Reduction Coordinator.

    This is the advanced journey level in the series. Class 5642 Senior Environmental Specialists work under the supervision of Class 5644 Environmental Program Managers, meet regularly with Program Managers, supervise staff, and have day to day decision making responsibilities for projects as well as the ability to negotiate within project scopes. Positions in this class are assigned to a specialty; this position is a Toxics Reduction Specialty position.  

    Senior Commercial Toxics Reduction Coordinator

    The Senior Commercial Toxics Reduction Coordinator performs and supervises the performance of a variety of duties related to toxics reduction, Green Business, and hazardous waste programs for businesses. The Senior Commercial Toxics Reduction Coordinator identifies strategic direction for the commercial toxics reduction program, develops new projects and policies, identifies safer alternatives to problem chemicals used in the commercial sector, and ensures the ongoing success of recognition programs such as the Healthy Nail Salon Program and the Green Business Program.

    Job Duties

    • Prioritize projects and workflow for the Commercial Toxics Reduction team.
    • Design and implement customized programs to drive pollution prevention among businesses, using the best available science.
    • Implement and/or support existing local toxics reduction legislation, such as the Flame Retardant Chemicals in Upholstered Furniture Ordinance and Antibiotics in Food Animals Ordinance.
    • Identify and pursue policy and legislation that help San Francisco businesses safely dispose of hazardous products and/or reduce the use or sale of products containing toxic ingredients.
    • Provide strategic direction and support for Green Business and Healthy Nail Salon Programs, including developing key partnerships, overseeing program budgets, managing grants, and seeking additional funding.
    • Collaborate with government agencies and non-governmental organizations to develop and support toxics reduction legislation at the local, state, and federal level.
    • Supervise 2 direct reports and lead the work of interns, fellows, and/or contractors.
    • Write reports and provide presentations to the Commission on the Environment, Board of Supervisors, project partners, businesses, and other audiences.
    • Administrative duties as needed such as accounting and grant/contract management.

    Senior Residential Toxics Reduction Coordinator

    The Senior Residential Toxics Reduction Coordinator performs and supervises the performance of a variety of duties related to the administration and implementation of complex toxics reduction and hazardous waste programs for San Francisco residents. The Senior Residential Toxics Reduction Coordinator identifies strategic direction for the residential toxics team, develops new projects and policies, and ensures the ongoing success of existing programs and policies such as the Used Oil Program, Safe Drug Disposal Program, and Household Hazardous Waste Program.  

    Job Duties

    • Prioritize projects and workflow for the Residential Toxics Reduction team.
    • Develop strategies and tactics to minimize generation of, and maximize collection of, household hazardous waste.
    • Provide strategic direction and support for the Used Oil Program, Healthy Homes Program, Household Hazardous Waste Program, and Safe Drug Disposal Ordinance, including developing key partnerships, overseeing program budgets, managing grants, and seeking additional funding.
    • Provide compliance oversight for San Francisco’s Permanent Household Hazardous Waste Management Facility including audits, overseeing agreements and permits, and preparing the annual hazardous waste generation reports.
    • Identify and pursue policy and legislation that help San Francisco residents safely dispose of hazardous products and/or reduce the use of products containing toxic ingredients.
    • Collaborate with government agencies and non-governmental organizations to develop and support toxics reduction legislation at the local, state, and federal level. 
    • Supervise 2 direct reports and lead the work of interns, fellow, and/or contractors.
    • Write reports and provide presentations to the Commission on the Environment, Board of Supervisors, project partners, businesses, and other audiences.
    • Administrative duties as needed such as accounting and grant/contract management.

    How to qualify

    Minimum Qualifications

    Education

    Possession of a baccalaureate degree in environmental sciences, toxicology, chemistry, biology, public health, industrial hygiene, economics, geography, public administration, or a closely related field from an accredited college or university; and

    Experience

    Four (4) years of professional experience performing duties similar to those described in this class, within the specialty area of toxics reduction programs.

    Desirable Qualifications

    • Two (2) years of supervisory experience, either supervising employees or leading a team for a major project. 
    • Experience with project coordination and execution involving a wide range of internal and external partners and collaborators.
    • Experience training, coaching, and supervising seasoned and entry level staff.
    • A commitment to promoting equity, diversity, and inclusion in program implementation and experience with diverse community engagement and service.
    • A self-starter with strong problem-solving and communication skills, an attention to detail, and an ability to work both independently and collaboratively with cross-functional teams.
    • Demonstrated experience with managing and analyzing data, such as intermediate to advanced use of Microsoft and Google Suite of analysis tools including, but not limited to Excel, PowerBI, and Google Sheets.

    Knowledge, Skills and Abilities

    Knowledge of

    • Chemistry and/or toxicology and their application in the field of environmental health and/or toxics reduction 
    • Circular economy, toxics reduction, alternatives assessment, and/or resource conservation principles.
    • Federal, state, and local laws and regulations related to toxics reduction and/or hazardous waste.
    • Screening and verification methods to identify problem chemicals and safer alternatives.
    • Data management, tracking, and reporting techniques.

    Skills and Ability to

    • Design, plan, and manage projects including identifying objectives, setting priorities, budgeting, developing workflow, and delegating tasks.
    • Collaborate with a wide range of internal and external partners, such as community leaders, sustainability professionals, non-profit organizations, regulated businesses, advocates, and academics.
    • Apply scientific research and data to program and policy development.
    • Supervise, motivate, and mentor staff, interns, and contractors.
    • Communicate effectively, both orally and in written format, including creating presentations and writing for diverse audiences.
    • Proficiently use a personal computer, including software and cloud-based applications such as Microsoft Office (Outlook, Word, Excel, PowerPoint, Sharepoint, Teams).

    After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.).     Selection Procedures - After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (MQSQ) (Qualifying): Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications. 

    Written Examination (Weight 100%):

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
