The Senior Climate Program Coordinator plays a pivotal role in advancing San Francisco's Climate Action Plan (CAP). Collaborating closely with internal teams and city departments, they spearhead various initiatives to identify, refine, and update strategies and actions for the CAP. Their efforts ensure the successful and equitable implementation of these crucial climate policies. The Senior Coordinator also plays a vital role in coordinating clear and transparent communication regarding progress towards established targets and goals.

Role description

To excel in this role, the Senior Climate Program Coordinator must possess a high level of proficiency in project management, technical and community matters, effortlessly transitioning between them when engaging with diverse audiences. Additionally, they must establish, nurture, and expand positive and effective relationships with public and private stakeholders, industry representatives, nonprofit organizations, and community groups. These relationships should be based on mutual trust and a shared vision for an equitable, zero-carbon future. 

Responsibilities include:  

  • Provide project management for a broad set of tasks that support effective implementation and management of all aspects of the 2021 Climate Action Plan, including but not limited to ongoing monitoring and reporting, communications, and stakeholder engagement. 

  • Coordinate all aspects related to CAP updates, including but not limited to overall project management, technical work with city staff and consultants, stakeholder engagement and outreach, and report development and writing. 

  • Oversee the development of the City's sector-based and consumption-based emissions inventories analysis to enhance the Climate Action Plan's effectiveness and monitor the City's emission reduction progress. 

  • Perform and report on research in emerging areas of climate practice (e.g. climate budgeting, carbon sequestration and removal, advanced data science for emissions analysis, etc.) that have the potential to advance, augment, and/or accelerate CAP implementation.  

  • Oversee regular reporting on the City’s climate mitigation and adaptation efforts to third-party entities such as Carbon Disclosure Project, C40, American Council for Energy Efficient Economy, and others. 

  • Supervise (2) full-time program staff, including overseeing individual and  plans and deliverables, providing mentoring and guidance, and regularly reporting status updates to the Climate Program Manager and other department leadership. 

  • Collaborate with internal and external partners to conduct public engagement and outreach activities, enhancing understanding and support for the Climate Action Plan's objectives, strategies, and benefits. 

  • Represent the department in interagency climate programs supporting departmental goals and liaise with other departmental programs to align their efforts with Climate Action Plan priorities, ensuring timely communication of updates to relevant staff. 

  • Perform a wide range of administrative support functions, including those related to human resources, accounting, budgeting, and invoicing, and program planning. 

May include additional duties, as assigned. 

How to qualify

Minimum Qualifications
Education -  Possession of a baccalaureate degree in public administration, business administration, environmental sciences, or a related field  from an accredited college or university; AND

Experience -  Four (4) years of professional experience in public policy, public administration, sustainability, climate action planning, program management, civil or environmental engineering, or a related field is required.

The above minimum qualifications reflect a special condition associated with the position to be filled. They may differ from the standard minimum qualifications associated with this classification.

Desirable QualificationsThe stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. We do not expect any one candidate to have all the qualifications listed.  We highly encourage you to apply if you are interested in joining us.

  • Experience with developing and managing implementation climate or land use related plans. 

  • Five years of increasingly responsible experience involving climate action or urban planning, emissions accounting, stakeholder engagement, and staff supervision. 

  • Two (2) years of supervisory experience, either supervising employees or leading a team for a major project. 

  • Master's Degree in a relevant field such as sustainability, public policy, engineering, public health, energy resources, natural sciences, city planning, or public administration.

Selection Procedures - After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying) - After submitting your application and receiving the confirmation email, you will receive an email with a link to the Minimum Qualification Supplemental Questionnaire (MQSQ). Candidates will be required to complete a MQSQ as part of the employment application. The MQSQ is designed to obtain specific information regarding regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire Evaluation (Weight: 100%) - Qualified candidates will be emailed a Supplemental Questionnaire Evaluation. In order to advance, candidates must complete the Supplemental Questionnaire and it must be submitted before the provided deadline. The information provided on the Supplemental Questionnaire must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire cannot be changed. Applicants must achieve a passing score on the Supplemental Questionnaire Evaluation in order to be ranked on the eligible list.

The Supplemental Questionnaire is designed to measure knowledge, skills, and/or abilities in job-related areas as described within this announcement. This includes knowledge of: developing and implementing comprehensive strategies to address climate change; current approaches used by local governments for greenhouse gas mitigation, such as emissions accounting, goal setting, key performance metrics and implementation strategies; collaborating with cross-functional teams and external stakeholders to drive sustainable practices and policies; equity considerations related to local climate action, including disparate impacts of climate change, factors that contribute to climate disparities, and best practices to mitigate and correct for past harms; equity considerations related to local climate action, including disparate impacts of climate change, factors that contribute to climate disparities, and best practices to mitigate and correct for past harms. The ability to: read, analyze, and interpret data, scientific and technical journals, reports, specifications, contracts, and legal documents; synthesize and present technical information to decision makers in reports, correspondence, briefings and presentations; communicate effectively in both written and verbal form; facilitate groups, engage stakeholders, and build consensus; Be detail-oriented, highly organized, and prioritize properly; communicate effectively in both written and verbal form.

After the eligible list is finalized/adopted, the department may administer additional selection procedures to make a final hiring decision (e.g. interviews, written exercise, etc.). Applicants meeting the Minimum Qualifications are not guaranteed advancement through all steps of the selection process.

What else should I know?

Certification - The certification rule for the eligible list resulting from this examination will be Rule of Ten (10) Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.
