The Bureau of Street and Sewer Repair oversees paving and street repair work, sewer repair, patch paving and pothole fixes; installation of traffic control devices (speed humps, raised crosswalks, speed tables); installation/modification to catch basins, manholes and culverts; grinding and paving for installation of ADA curb ramps; ongoing sand clearing from Great Highway roadway and promenade – all with the goal of creating a safer and more resilient city.

Public Works currently has a vacancy for the position of Asphalt Finisher Supervisor I (7220).

Role description

Under direction, assists in the planning, coordination, implementation and monitoring of activities related to asphalt maintenance and repair. Supervises the activities of a crew that performs work on asphalt streets, roads, runways, excavations, construction and maintenance projects, prepares employee quarterly performance reviews and annual performance appraisals and may be assigned to perform as a working supervisor on an asphalt crew.

Important and Essential Duties:
Your duties as an Asphalt Finisher Supervisor I may include, but are not limited to, the following:

  • Supervise and participate in locating, marking, and paving traffic control devices as part of a paving crew. 
  • Ensures that the traffic control devices meet standard specifications within accepted tolerances.  
  • Enforces safety codes and procedures. 
  • Prepares and maintains records of employees' daily work assignments and may approve on-line records of time and overtime worked for payroll purposes.
  • Supervises a crew that performs work milling, resurfacing, spreading and finishing asphalt on streets, roads, excavations, construction or maintenance projects.
  • Plans and prioritizes work by conferring with Street Repair Supervisor II, departmental representatives, trades workers, and technical experts to establish workflow and meet production targets.
  • Prepares estimates of timeframes needed for crew to complete work and costs for labor, materials and supplies, based on size and nature of project.
  • Inspects maintenance, repair and construction projects while work is in progress and at completion, to determine quality assurance and compliance with codes and contract specifications.
  • Enforces safety codes and procedures such as CalOSHA, the Code of Safe Work Practices, and other Federal, State, local and departmental codes and procedures to ensure compliance with safety requirements on project.
  • Ensures that barricades and warning lights are in place on work in progress, and that projects are properly cleaned up after work is completed.
  • Prepares and maintains records of employees' daily work assignments and time worked, location and description of completed jobs, employee performance records, injury and incident reports, purchase orders for equipment and supplies, inventories, and budget records.
  • May approve electronic records of time worked for payroll.
  • Responds to inquiries and complaints, either orally or in writing; may request inspection of materials, equipment, records, or site to determine the nature of the problem.
  • May use a personal computer to create memos, letters, employee performance appraisals, send and receive e-mail, update codes of safe work practice, access the Internet for information, monitor and approve employees' time worked, and to keep records of materials and time expended of projects, for planning and budgetary purposes.
  • Uses a two-way radio and cell phone to communicate with coworkers, supervisors, and management regarding work details, locations, and emergency notifications.
  • Operates a motor vehicle to travel to job sites, attend meetings and transport materials.
  • When needed, acts as the second-line supervisor, in their absence, and assumes the duties of this position.
  • For safety, you may be required to wear a respirator when working on a grinding crew, resurfacing a street, or operating a jackhammer.

 

How to qualify

Minimum Qualifications:
Any combination of education, training, and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

Experience:

Two (2) years of experience in street paving and repair work in class 7404 Asphalt Finisher, or experience in roadway base repair, curb and gutter repair, and milling and preparing streets for resurfacing or overlay.

License:

Possession and maintenance of a valid Class C driver license at appointment. Some positions may require possession and maintenance of a valid Class A driver license and medical card.

CONDITION OF EMPLOYMENT
Valid Driver’s License: Applicants must possess a valid Class C driver’s license with no restrictions that would prohibit them from legally performing the essential functions and duties of the role.
