Definition:
Under direction, assists in the planning, coordination, implementation and monitoring of activities related to asphalt maintenance and repair. Supervises the activities of a crew that performs work on asphalt streets, roads, runways, excavations, construction and maintenance projects, and may be assigned to perform as a working supervisor on an asphalt crew.
Distinguishing Features:
This is a first-level supervisory position that has responsibility for oversight of a crew of asphalt workers and equipment operators. It is distinguished from the Asphalt Finisher in that the latter is not a supervisory position.
Supervision Exercised:
Positions in this job code may supervise 7202 Asphalt Worker, 7404 Asphalt Finisher,
7328 Operating Engineer, and 7355 Truck Driver positions.
Examples of Important and Essential Duties:
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.
1. Supervises a crew that performs work milling, resurfacing, spreading and finishing asphalt on
streets, roads, runways, excavations, construction or maintenance projects.
2. Plans and prioritizes work by conferring with general foreman, other departmental
representatives, other trades, and technical experts to establish work flow and meet production
targets.
3. Prepares estimates of timeframes needed for crew to complete work and costs for materials
and supplies, based on size and nature of project.
4. Inspects maintenance, repair and construction projects while work is in progress and at
completion, to determine quality assurance and compliance with codes and contract
specifications.
5. Enforces safety codes and procedures such as CalOSHA, the Code of Safe Work Practices,
and other Federal, State, local and departmental codes and procedures to ensure compliance
with safety requirements on project.
6. Ensures that barricades and warning lights are in place on work in progress, and that projects
are properly cleaned up after work is completed.

7. Prepares and maintains records of employees' daily work assignments and time worked,
location and description of completed jobs, employee performance records, injury and
incident reports, purchase orders for equipment and supplies, inventories, and budget records.
8. May approve on-line records of time and overtime worked for payroll purposes.
9. Responds to inquiries and complaints, either orally or in writing; may request inspection of
materials, equipment, records, or site to determine the nature of the problem.
10. May use a personal computer to write memos, letters, employee performance appraisals, send
and receive e-mail, update codes of safe work practice, access the Internet for information,
monitor and approve employees' time worked, and to keep records of materials and time
expended of projects, for planning and budgetary purposes.
11. Uses a two-way radio, cell phone and pager to communicate with coworkers, supervisors,
and management regarding work details and locations, or emergency notification.
12. Operates a motor vehicle to travel to job sites, attend meetings and transport materials.
13. Acts as the second-line supervisor and assumes the duties of this position whenever the
second-line supervisor is absent or not available.
14. May wear a respirator when working on a grinding crew, resurfacing a street, or operating a
jackhammer.
15. Performs related duties as required.
Job-related and Essential Qualifications:
Knowledge of: techniques and equipment used in spreading, finishing, and compacting asphalt mixtures; and safety procedures such as occupational hazards and procedures for accident prevention.
Ability to: supervise a crew of asphalt workers and equipment operators by planning, organizing, assigning, directing and evaluating their work; promote, establish, and maintain effective working relationships; perform mathematical calculations necessary to estimate quantity and costs of materials and work hours needed for a project; write and speak in a manner that is easily understood, and listen to and understand what is said; operate a two-way radio, cell phone and pager; operate a motor vehicle; walk on unpaved or uneven areas, stand or walk for prolonged periods, bend the knees and back, lift objects that weigh up to 100 pounds and load them into a container or truck; and may be required to wear a respirator.

Experience and Training Guidelines:
Two years of experience in street paving and repair work in class 7404 Asphalt Finisher, or experience in roadway base repair, curb and gutter repair, and milling and preparing streets for resurfacing or overlay.
License: Possession and maintenance of a valid Class C driver license. Some positions may require possession and maintenance of a valid Class A driver license and medical card.

Disaster service work
All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
