Role description

Special Project: Contract Analyst for Power Enterprise Professional Services      

Under general direction plans, organizes, leads and/or participates in complex, sensitive, and detailed analytical work in the areas of budget, financial/fiscal, economic, legislative, and administrative policy and/or contract administration.  Class 1823 Senior Administrative Analysts may supervise a small staff performing moderately complex analytical work.

Essential Functions:

The  Senior Contract Analyst will support the Contract Administration Bureau (CAB) with multiple power Enterprise professional services contract solicitations and contract amendments, including, but not limited to the following contracts: PRO.0228(R), Implementation Advising for Public Utility Expansion, PRO.0223(R), 2021 Disadvantaged Communities Solar Programs RFO, PRO.0227(R2), As-Needed Power Operations Support, PRO.0234, CleanPowerSF in City Solar, PRO0252, CleanPowerSF Food Services Energy Efficiency, PRO.0262, Technical Services- Renewable and Advanced Energy Generation, PRO.0280, 2023 CleanPowerSF Renewable Energy Supplies, PRO.0291, As-Needed Professional Energy Engineering Consulting Services, and PRO.0196, Power Affordability Project Plan.   Support will include the development of request for proposals (RFPs), procurement of contracts and approvals, and the execution and certification of contracts and contract amendments.

The 1823 Senior Administrative Analyst will perform other related duties as assigned.

How to qualify

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
