Role description
Under general supervision, the Airport Systems Integration Lead reports to the Director of Innovation and Solutions within the Information Technology and Telecommunications (ITT) Division of SFO. The SME specializes in airside and landside systems that enable the efficient and safe operation of airports. The SME has working knowledge and first-hand experience in the use of airside systems to coordinate aircraft operations on runways and taxiways. The SME has working knowledge and first-hand experience in the use of landside systems to analyze passenger processing within airport terminals and ground transportation infrastructure. The SME collaborates with ITT developers to provide relevant domain knowledge to aid in the systems integration for common situational awareness of the operations on the airfield, within the terminals, and on the airport’s roadways. Data from these integrations shall be stored in SFO Airport Operations Database (AODB) to allow stakeholders to make informed decisions in real-time and to perform analytics, forecasting, and capacity planning from historic data.

- Analyze current airport operations and document the as-is processes as a business process model, establishing the necessary roles and responsibilities, tasks and data artifacts produced from the process.
- Define the business requirements and business rules to address specific operational use cases that will lead to tightly integrated systems.
- Assess the current systems that support the airport operation to determine data dependencies between systems.
- Design and develop to-be process models that improve the process through automation and other task improvements.
- Determine the necessary integrations and interfaces needed to support the to-be process.
- Collaborate with the ITT developers to define interface specifications and create the relevant Interface Control Document (ICD) for the implementation of the integration between SFO's AODB and the operational systems in scope.
- Manage the creation of the ICD as a discrete project using project management methods to complete on schedule and within budget.
- Manage an integration project roadmap by working with stakeholders to determine priority for implementation.
- Manage vendor contracts where applicable to realize the integration.
- Perform other functions outlined in the 9976 Technology Expert classification
How to qualify
Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience: Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.
Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hours work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:
- Five years of experience working in aviation operations, airport management, or related roles.
- Verifiable delivery of airport related projects within the last three years.
- Excellent communication skills both written and oral with the ability to communicate and collaborate with various stakeholders, including airport staff, airlines, government agencies, and passengers.
- Project management skills to ensure delivery of data integrations and services on schedule with high quality. Familiarity with project management principles and tools, particularly for overseeing airport expansion, renovation, or construction projects.
- Aviation Certifications: Relevant certifications from aviation organizations or associations, such as those related to airfield safety, airport operations, or airport security.
- Airport Systems: Proficiency in using airport management systems, aviation software, and related technologies commonly used in airside and landside operations.
- Data Analysis: Strong analytical and data analysis skills for monitoring and optimizing airport operations, passenger flows, and safety metrics.
- Regulatory Familiarity: A good understanding of Federal Aviation Administration (FAA) regulations, Transportation Security Agency (TSA) safety standards and security protocols, U.S. Customs and Border Patrol (CBP) entry regulations and protocols, collaborative decision making (CDM) between airlines, airports and ground handlers, and FAA System Wide Information Management (SWIM) data.
- Problem-Solving: Strong problem-solving skills to address operational challenges and implement improvements in both airside and landside operations.
- Process Modeling: Ability to model business processes in a standard format such as Business Process Modeling Notation (BPMN) or multi-swim lane flowcharts.
- Decision-Making: The ability to make informed decisions quickly, especially during emergency situations or operational disruptions.
- Airport Security: Knowledge of airport security measures and a commitment to ensuring the safety and security of airport operations. Working knowledge in the use of video management systems (VMS), security checkpoint wait-time systems and access control systems.
- Airside Systems Expertise:
- Runway and Taxiway Operations: Working knowledge to monitor and manage the safe movement of aircraft on runways and taxiways using a surface management system. Ensure compliance with air traffic control instructions and runway/taxiway regulations.
- Aircraft Parking and Gate Assignment: Working knowledge to coordinate aircraft parking including remote parking and gate assignments to optimize gate utilization and minimize congestion. Using a resource management system (RMS), define gate adjacency rules based on aircraft type. Working knowledge of a ramp control system to ensure efficient turnaround times for arriving and departing flights.
- Emergency Response: Working knowledge to coordinate emergency response procedures for airside incidents, such as aircraft accidents, runway incursions, and fuel spills.
- Landside Systems Expertise:
- Terminal Operations: Working knowledge to oversee the efficient operation of airport terminals, including passenger check-in, security screening and checkpoint wait times, baggage handling, baggage self-drop, and boarding processes including biometric and facial recognition. Working knowledge of latest technologies that enable automation of the processes.
- Airport Security: Working knowledge to collaborate with security teams to ensure that landside areas, including terminals, access points, and parking facilities, are secure and compliant with Federal aviation security regulations and the airport’s standard operating procedures.
- Ground Transportation: Working knowledge to manage ground transportation infrastructure, including roadways, parking lots, surface lots, people movers, commercial transportation modes, and public transportation access, to facilitate passenger and cargo movement.
- Passenger Services: Working knowledge of wayfinding, maps, flight information displays, and airport management systems to enhance the passenger experience by implementing passenger-centric services, wayfinding solutions, and accessibility features within the terminal.
- Passenger Flow Analysis: Working knowledge of camera and LIDAR based systems to for data analytics and passenger flow modeling to optimize terminal layouts and reduce congestion during peak travel times.
- Regulatory Compliance: Working knowledge of federal, state, and local laws to ensure landside operations comply with aviation regulations, safety standards, and industry best practices.
