Role description
Job Description: Essential functions of the3634 Librarian III class include but are limited to the following:
1. Supervises the operation of a large branch library and programs; may be responsible for the supervision of a cluster of branch libraries; coordinates with staff, to ensure physical maintenance, security, staffing, and budgeting; may serve as a representative of a division as necessary.
2. Supervises and reviews the activities of staff; provides direction, support, training and evaluation; interprets and applies relevant policies and procedures related to personnel management to assists staff in resolving questions and problems related to library activities; participates in the recruitment of applicants for supportive positions.
3. Manages and interprets library policy and priorities to staff and the public and recommends new procedures, guidelines and policies to appropriate supervisor
4. Keeps branch/department collection current by recommending and coordinating staff recommendations of library materials; develops collection through personal knowledge of materials available and may act as a consultant in a special field.
5. Performs reference work of a difficult and technical nature and requiring extensive researching and analyzing; prepares detailed bibliographies, book lists and other information.
6. Manages and promotes the development of positive community relations by performing outreach; develops strategic partnerships and working relationships; conducts presentations for community partners, and represents the library in the community
7. Oversees, prepares, or manages budgets and makes annual recommendations to the division chief
8. Supervises the processing and cataloging or ordering of library materials
9. Manages, supervises and provides information and direction on the use of print, non-print, and electronic resources, such as the on-line catalog, Internet, databases and platforms
10. Communicates effectively in writing
12. Resolves concerns effectively with supervisors, staff, and the public
How to qualify
MINIMUM QUALIFICATIONS: Applicants must meet the minimum qualification requirements by the final filing date. MINIMUM QUALIFICATIONS for the Librarian III (3634):
Education: Possession of a Master’s Degree in library and information studies (e.g. MLS/MLIS) from a college or university program accredited by the American Library Association. and
Experience: Four (4) years of experience as a professional librarian, including at least two (2) years supervising other professional librarians (verification/proof of experience is required at time of filing application).
Special Conditions:
1. Some positions require fluency in a variety of languages depending upon the department's bilingual needs. Eligibles who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate on the application form the language(s) in which they claim proficiency.
2. Some positions require 12 months (2,000 hours) of verifiable experience performing the duties of a Children’s and Youth Services Librarian.
Note: Some positions in this class are subject to irregular work schedules and may require evening and/or weekend work; and require constant public contact. Positions in this classification may be required to work at various locations within the Library system.

Selection Procedure:
Preliminary Questionnaire (Weight: Qualifying): Candidates will be prompted to complete a Preliminary Questionnaire as part of the online employment application. In addition to the regular application, this must be completed.
Management Test Battery (MTB) - Weight: 40%: Qualifying candidates will be invited to participate in an in person computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the MTB in order to continue in the next step in the selection process.
Behavioral Consistency Questionnaire (BCQ) - Weight: 60%: Candidates that pass the MTB exam will be required to complete a BCQ which will be sent by email. The BCQ is designed to measure the knowledge, skills and/or abilities in job-related areas. This is a standardized multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in these examinations. Qualified candidates will be notified of the exact date, time, and place to report to the examination.
BANKED SCORES: Scores attained on the MTB exam will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the MTB. The MTB may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the MTB, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the MTB. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the MTB is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
ELIGIBLE LIST: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
