Role description

Under general administrative direction, the Electrical & Plumbing Manager directs the division’s day-to-day activities related to the operation, maintenance, repair, and construction of the Airport's critical electrical and plumbing systems—including fire alarm and fire suppression systems. This position falls under the Facilities Division and reports to the Director of Maintenance. The Electrical & Plumbing Manager also coordinates field inspections to ensure work aligns with established standards and practices. Additionally, this role is responsible for managing a preventative maintenance program for these systems, including all inspection, testing, and maintenance required by the National Fire Protection Association (NFPA). Essential functions of the position include:

  1. Manage the plumbing, steamfitting, electrical and electronic tech shops at San Francisco International Airport;
  2. Manage maintenance and construction of building systems including electrical, plumbing, fire alarm, and fire suppression;
  3. Manage testing, repair, and maintenance of the Johnson Control (JCI) Simplex, Siemens and Edwards fire alarm systems;
  4. Manage the work of supervisors and others engaged in organizing and coordinating work activities, assignments, costs, and personnel procedures;
  5. Supervise by leading, motivating, disciplining, and providing recognition and training for division employees to ensure conformance with operating methods and procedures, policies and standards;
  6. Responsible for managing improvement projects, project construction schedules, tracking progress, and communicating project status and issues to Airport Management; such as reviewing and approving changes to plans and specifications;
  7. Contribute to the development, review, analysis, interpretation, investigation, implementation, and enforcement of rules, regulations, codes, operating methods and procedures, policies, and written reports and presentations relevant to the Division’s operations;
  8. Support the development and implementation of policies and procedures for the Airport’s Facilities Division;
  9. Manage the Electrical & Plumbing Manager operating budget of more than $25 million; this includes supporting the development and administration of the skilled trade maintenance program budget of $102.9 million;
  10. Review and approve cost estimates relating to major maintenance or construction projects, such as electrical and plumbing upgrades; determine priority of projects based on strategic importance, return on investment, risks, and other relevant factors;
  11. Negotiate and monitor maintenance and service contracts for building systems and equipment, which may include fire and life safety and security systems;
  12. Support vendors with the certification process to ensure compliance with city-mandated ordinances;
  13. Conduct field inspections to ensure compliance with established work practices and standards; participate in departmental and City-wide emergency response teams.

Nature of Work: Nature of work involves some physical effort and manual dexterity in the use of the fingers, limbs and body.

How to qualify

  1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

  1. Experience: Five (5) years of verifiable experience in work emphasizing building improvements, alterations, maintenance, and repair of a wide range of electrical, plumbing, and electronic equipment, systems or assets at a large industrial complex or facility of which three (3) years must have been in a supervisory capacity supervising staff in the field of operations, maintenance, repair, and construction of electrical, plumbing, and/or steam shop systems;

AND

  1. License and Certification: Possession and maintenance of a valid California Class C driver’s license.

Substitution: Additional work experience as described above may fully substitute for the required degree on a year or year basis up to four (4) years. One year of experience is equal to 30 semester units/45 quarter units.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:   

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Two (2) or more years of managerial experience.
  • Technical knowledge of one or many building systems including fire alarm, fire suppression, power distribution, personnel address and access control.
  • Strong knowledge of principles and practices of construction maintenance related to facilities and infrastructure projects.
  • Experience developing scopes of work, budgetary costs and project schedules.
  • Strong knowledge of Uniform Building Codes.
  • BA degree in Facility Management, Construction Management, Project Management, Business Administration, Engineering, or similar.
  • Experience as a code enforcement inspector with responsibility for inspecting electrical, plumbing, and electronic craft work related to buildings, facilities, outside utilities, and structures.

Selection Procedures:

Oral/Performance Exam (Weight: 100%)

The applicants who clearly demonstrated their possession of the required minimum qualifications will be tested to determine their relative knowledge, skill, and ability levels in job-related areas which may include, but are not limited to: ability to run a division; principles and practices of management, administration, budgeting, training, and personnel management; knowledge and abilities in electrical and plumbing maintenance and construction of building systems;  knowledge of rules, regulations, codes, operating methods and procedures related to electrical and plumbing; knowledge of field inspections to ensure compliance with established work practices and standards.

A passing score on the Oral/Performance Examination must be achieved to be ranked on the Eligible List.

Candidates will be placed on the eligible list in rank order according to their final score.

Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals are resolved. What else should I know?

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance: This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.  An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced.  Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal.  Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination.  Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination of employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

Medical Examination: Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
