The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.
Role description
Under direction, supervises and is responsible for various craft workers engaged in buildings and grounds maintenance, repair, and related activities and performs related work as required.
ESSENTIAL DUTIES
- Supervises and assigns duties to staff while ensuring that the quality and progress of assigned work meets standards.
- May also interact and assign work orders to other Facilities Services Personnel as deemed necessary.
- Receives and processes service requests concerning the inspection, maintenance, and repair of all buildings systems.
- Maintains supply inventory and places orders as needed.
- Maintains payroll and work records.
- Prepares various reports and correspondence.
- Inspects buildings systems in response to requests, to identify deficiencies and recommend improvements.
- Oversees all aspects of building projects, including permitting, regulatory compliance, construction workflow, coordination, and communication with internal and external stakeholders.
- Plans and coordinates staff training programs.
- Coordinates and performs preventative maintenance on mechanical and building service systems, including heating and ventilation, refrigeration, fire alarm and pumping systems, and kitchen and therapy pool equipment by inspecting, testing, cleaning, and lubricating machinery and equipment to ensure optimal operation and prevent failures.
- Monitors and repairs automatic temperature and humidity control systems and/or other mechanical and building systems, including replacing defective parts to restore proper functionality.
- The 7203 Buildings And Grounds Maintenance Supervisor may perform other duties as assigned/required.
How to qualify
Experience
Six (6) years of experience operating, maintaining and repairing a wide variety of mechanical, electrical, pumping, heating, air conditioning, ventilation, refrigeration and related plant machinery and systems found in large industrial, production, commercial or institutional buildings, of which two (2) years must have been in a supervisory capacity directing the operation and maintenance activities of subordinate personnel; AND
License and Certification
- Possession of a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency for working with heating and ventilating equipment (HVAC) or other refrigeration equipment using CFCs and HCFCs; AND
- Possession of a valid class “C” Driver license

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40 hours work week.)

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Assessment Component
Basic Supervisory Exam (Weight: 40%)
Candidates will be administered a written multiple-choice examination that includes test items that relate to various supervisory practices and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance, etc.) and well as reading comprehension items. The score you achieve on this examination shall be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take this test again should you apply and be found eligible for a future announcement for which this particular test is used. Please note this test is used for other supervisory classes therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the test for this future announcement is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a)apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which this test is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
A passing score must be achieved on the Basic Supervisory Written Examination in order to continue in the selection process. This is a standardized examination, and in accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.
Performance Exercise: (Weight: 60%)
Candidates will be examined to determine their relative knowledge, skills and abilities in job related areas, which
may include, but are not limited to: knowledge of building maintenance and repair methods and techniques;
knowledge of the operation and repair of various types of steam power plant and auxiliary equipment and
plumbing, electrical ventilation and refrigeration equipment; knowledge of applicable building codes, laws and
regulations; ability to plan, organize and direct activities of subordinates; ability to keep operational records.
A passing score on both the Basic Supervisory Written Examination and the Performance Examination must be achieved in order to be placed/ranked on the Eligible List.
Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
Certification
The certification rule for the eligible list resulting from this examination will be the Rule of 3 scores.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
