Role description

ABOUT HETCH HETCHY WATER AND POWER
This position is located within Hetch Hetchy Water and Power, and the reporting location is in Moccasin, CA (located 140 miles east of the San Francisco Bay Area; requires a 5-hour round trip commute by car in fair weather).  

Hetch Hetchy Water and Powers Division’s mission is to efficiently and reliably operate and maintain the Hetch Hetchy water and Power system in a manner that is inclusive of environmental and community interests, sustain the resources entrusted to the division’s care, and maintain consistency with the San Francisco Public Utilities Commission organizational values (service, excellence, trust, respect, teamwork, equal opportunity, communication, stewardship, and safety).

Role Description:

Business Services Manager is responsible for development and administration of Hetch Hetchy Water and Power’s operational budget ($61m), and capital and programmatic budgets ($1b over 10 years); acting as lead Hetch Hetchy Water and Power Division liaison to SFPUC senior staff and other partnering agencies and utilities; managing relationships and negotiating service agreements with local agencies and utilities to uphold the San Francisco Public Utility Commission’s objectives and Raker Act requirements; contract administration including governmental Memorandum of Understanding (MOU) Agreements development and administration; administrative services and organizational development (e.g., payroll, recruiting, training & personnel development), and records management; and managing guest service and housing/property management.

Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

  1. Act as lead Hetch Hetchy Water and Power Division liaison to SFPUC senior staff and other partnering agencies and utilities.
  2. Development of Hetch Hetchy Water and Power’s operational budget, and capital and programmatic budgets and plans: Directs and coordinates staff to develop comprehensive Hetch Hetchy Water and Power’s operating, capital, and programmatic budgets and plans; works with other Division managers to analyze program goals, and/or operational risks and shortfalls and develop detailed justifications and persuasive arguments for budget proposals and initiatives.
  3. Administration of Hetch Hetchy Water and Power’s operating, capital, and programmatic budgets and plans: Directs and coordinates staff engaged in administering and monitoring operating, capital, and programmatic budgets and plans; implement and closely monitor budget expenditures; identify and provide reports on budget health and practical options for potential cost overruns; manage and supervise finance and program controls for Hetch Hetchy Water and Power Division’s Rehabilitation and Repair (R&R) and Capital programs.
  4. Manage relationships and negotiate service agreements with local agencies and utilities to uphold the San Francisco Public Utility Commission’s objectives and Raker Act requirements: Develop, administer, and monitor of Memorandum of Understanding Agreements with other governmental agencies, including the National Park Service, the USDA Forest Service, Tuolumne County, and various neighboring governmental agencies; ensure compliance with relevant City ordinances and statutes, including the Raker Act.
  5. Contract administration including governmental Memorandum of Understanding (MOU) Agreements development and administration: Direct and coordinate staff engaged in procuring and administering Hetch Hetchy Water and Power Division professional service contracts; ensure compliance with state and federal laws, city ordinances, and administrative policies; direct staff in the review and processing of progress payments.
  6. Manage the administrative services functions of the Hetch Hetchy Water and Power Division: Directs and coordinates staff (i.e., City employees and consultants) in ensuring compliance and efficiency of organizational processes (e.g., payroll, records management, progressive discipline), adherence to WECC/NERC regulatory responsibilities related to personnel and training (PER and CIP);accounting, and financial reporting functions (e.g., guest service and housing/property management; and oversight of Hetch Hetchy Water and Power Division health and safety needs.
  7. Manage organizational development functions of the Hetch Hetchy Water and Power Division: Directs and coordinates staff (i.e., City employees and consultants) in develop and implement staffing plans (e.g., recruitment, retention, training) to meet Hetch Hetchy Water and Power Division's the organizational objectives within budget and City policies and constraints; manages and collaborates with others to evaluate and implement goals, responsibilities, and policies and procedure.
  8. Engage in special projects as needed.

How to qualify

Minimum Qualifications:

Education: BA/BS Degree in Finance, Business Administration, Public Administration, or Related Field

Experience: Minimum 5 years of experience with finance, budgets, AND contract administration of which 3 years must include supervising professional.

License: Possession of a valid Driver's License (California issued by time of hire).

Education Substitution: Additional qualifying full-time work experience (2000 hours equal one year) as described above may substitute up to two (2) years of the required education. One (1) year of work experience equals to 30 semester units or 45 quarter units.

Must be able to work off-hours, holidays, weekend shifts and be available for emergency call back as required.

Desirable Qualifications:

1. Management experience in budget development and administration for publicly owned utility.

2. Management experience in contract administration with government Memorandum of Understandings.

Selection Procedures: After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: 

  • Knowledge of operating, capital, and programmatic budget administration for medium to large publicly owned utilities.
  • Knowledge of risk management for medium to large publicly owned utilities.
  • Ability to negotiation and build/maintain relationships with stakeholders (e.g., neighboring utilities, state and federal organizations, other City departments and PUC divisions).                                                                                                                      

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List.
