Role description

Under general administrative direction of a Division Manager, the Pretreatment Program Manager functions as a senior manager responsible for the coordination and implementation of program planning and enforcement of the Federal General Pretreatment Regulations, the City and County of San Francisco’s (City’s) Sewer Use Ordinance, and applicable State regulations regarding waste discharges to the sewerage system.  The Pretreatment Program Manager also defines organizational structure, and staffing requirements, and interfaces with all managerial levels of city/county government and outside agencies and serve as representatives of the division or department in meetings. 

Essential Functions:

  • Direct the inspection and monitoring programs of commercial and industrial businesses to evaluate the compliance of their waste discharges with applicable regulations.
  • Plan and direct the implementation and enforcement of the Federal General Pretreatment Regulations and applicable State regulations regarding waste discharges to the sewerage system.
  • Provide operational control for all programs through the development of standard operating procedures, and the establishment of quality assurance systems for monitoring and measuring the performance of staff.      
  • Develop and implement the use of statistical reports to evaluate program effectiveness and progress toward the achievement of divisional goals.          
  • Coordinate activities with other City agencies to allocate resources in response to reports of illegal discharges into the sewerage system, or complaints from residents of suspected code infractions.
  • Direct the preparation of semi-annual and annual reports to the Regional Water Quality Control Board, as well as the preparation of responses to reports resulting from audits by the State Water Resources Control Board.
  • Determine staff and budget requirements to meet the objectives of the Pretreatment Program as well as those of new program elements.          
  • Responsibility for multifunctional program areas of pretreatment, field monitoring, storm water and the pollution prevention sub-programs. 
  • Supervise mid-level staff or line managers to improve performance. 
  • Coordinate work activities of one section with other sections within the department to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities. 
  • May plan, develop, implement or direct major or complex projects or programs which span a number of the department's established sections or divisions; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends most effective course of action. 
  • Class 0933 Pretreatment Program Manager performs other related duties as required.

Nature of the work: Manager overseeing environmental compliance of multiple programs for regulatory compliance within the pretreatment section.

How to qualify

  • Possession of a bachelor’s degree from a recognized college or university; AND
  • Seven (7) years of professional experience in wastewater program management including environmental regulation, and wastewater monitoring and enforcement of which must include three (3) years of experience supervising professional staff in the areas listed; AND
  • Possession of an Environmental Compliance Inspector Grade II Certificate (or higher) issued by the California Water Environment Association (CWEA); AND  
  • Possession of a valid California driver’s license at time of appointment. 

Education Substitution - Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years (One year of work experience is equal to 30 semester or 45 quarter units).

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Possession of a Bachelor’s degree (or higher) in natural science, environmental studies, engineering or closely related field from an accredited college or university.                         
  • Experience in technical report writing for regulatory compliance.
  • Possession of an Environmental Compliance Inspector Grade III Certificate (or higher).
  • Possession of other certificates related to job function, such as, CWEA certificates in other disciplines, HAZWOPER certified. 
  • Experience in working with State or Federal regulatory agencies; specifically, those agencies associated with accreditations and evaluations of programs.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Exam Components:

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of Federal, State, and local regulations that apply to the operation of a Pretreatment Program, as required by all Publicly Owned Treatment Works (POTW); Knowledge of the principles and practices of management, administration, budgeting, and the training of subordinate staff; Ability to clearly identify and analyze technical issues and problems, and devise appropriate solutions for them; Knowledge of computer applications related to pretreatment information management and document management; Ability to establish and maintain effective working relationships with Division staff, representatives of other agencies (City, Regional, State, and Federal) and members of the public; Possession of excellent oral and written communication skills; Ability to manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved.
